புதிய ஓய்வூதிய திட்டத்தில் உள்ள மத்திய அரசு ஊழியர்கள் பழைய ஓய்வூதியத் திட்டத்தின் பலன்களை எப்படி பெற முடியும்? / How can central government employees in the new pension scheme get the benefits of the old pension scheme?

• 2003-ஆம் ஆண்டு டிசம்பரில் BJP தலைமையிலான NDA அரசால் பழைய ஓய்வூதிய திட்டம் நிறுத்தப்பட்டு, அதற்கு மாற்றாக புதிய ஓய்வூதிய திட்டம் அறிமுகப்படுத்தப்பட்டது.

• இந்நிலையில் புதிய ஓய்வூதியத் திட்டத்தின் கீழ் இருக்கும் மத்திய அரசு ஊழியர்களுக்கு கூட சில நிலைமைகளின் கீழ் பழைய ஓய்வூதியத் திட்டம் வழங்கப்படும் என்பது பலருக்கும் தெரிவதில்லை.
• பணியில் இருக்கும் போது NPS-ன் கீழ் உள்ள அரசு ஊழியர் மரணம் அடைந்தால் அவரது குடும்பத்தினர் பழைய ஓய்வூதிய திட்டத்தின் (OPS) கீழ் பலன்களை பெற மத்திய குடிமைப் பணிகள் விதிகள், 2021ன் கீழ் ஒரு விருப்பம் உள்ளது.

இந்த ஆப்ஷனை எத்தனை முறை திருத்தலாம்?

• இந்த ஆப்ஷனை ஊழியர்கள் தங்களின் ஓய்வுக்கு முன் எத்தனை முறை வேண்டுமானாலும் திருத்தி கொள்ளலாம் என்று DoPPW தெரிவித்துள்ளது. எதிர்பாராதவிதமாக பணியை தொடர முடியாத ஊழியர் புதிய ஆப்ஷனை சமர்ப்பிக்கும் விருப்பத்தை பெறுவார்கள். 
• சர்விஸின் போது ஊழியர் இறந்தால், இறப்பதற்கு முன் அவர் கடைசியாகப் பயன்படுத்திய ஆப்ஷன இறுதியானது, ஆப்ஷனை திருத்த குடும்பத்தினருக்கு உரிமை இல்லை.

முன்கூட்டியே இறந்துவிட்டால்

• ஒரு ஊழியர் 15 வருட சேவையை முடிப்பதற்கு முன் அல்லது விதிகள் 2021ன் அறிவிப்பின் 3 ஆண்டுகளுக்குள் ஆப்ஷனை பயன்படுத்தாமல் இறந்துவிட்டால், அவரது குடும்பத்திற்கு மத்திய சிவில் சர்வீசஸ் விதிகளின்படி ஊழியர் தேர்ந்தெடுத்திருக்கும் ஆப்ஷனின் படி குடும்ப ஓய்வூதியம் வழங்கப்படும். 
• ஊழியரால் எந்த விருப்பமும் பயன்படுத்தப்படாத நிலையில், சேவையிலிருந்து விடுவிப்பதற்கான உரிமைகோரல் அல்லது சந்தாதாரரின் மரணம் குறித்த குடும்பத்தின் கோரிக்கையானது இயல்புநிலை விருப்பமாக (default option) கருதப்பட்டு PFRDA விதிமுறைகள் 2015ல் கட்டுப்படுத்தப்படும்.

• In December 2003, the BJP-led NDA government discontinued the old pension scheme and replaced it with a new pension scheme. It came into effect from April 1, 2004. 
• While the Old Pension Scheme (OPS) is a pension-based scheme, the new pension scheme National Pension System (NPS) is an investment and pension scheme.
• There was strong opposition among government employees to replace the old pension scheme that promised a fixed monthly income after retirement.
• However, many people do not know that even the central government employees who are under the new pension scheme will be given the old pension scheme under certain conditions.
• There is an option under the Central Civil Services Rules, 2021 to get benefits under the Old Pension Scheme (OPS) if a government servant under NPS dies while in service.
• Similarly, the rule states that even if a government servant is discharged from service due to unavoidable reasons, even if he suffers from medical disorder or disability to such an extent that he cannot perform while on duty, he can apply for the benefits available under the old pension scheme.
• In a recent statement issued by the Department of Pensions and Pensioners Welfare, it has been informed that the Central Civil Services Rules, 2021 have been notified to govern the matters relating to the service of Central Government employees under the National Pension System.
• Rule No. 10 of these rules provides that every Central Government employee under the National Pension Scheme may opt for benefits under the National Pension Scheme or Old Pension Scheme on certain occasions.

Form 1

• As per Rule 10 of the Central Civil Services Rules, 2021, every Government servant under NPS, while joining Government service, shall exercise the option in Form 1 to avail benefits under NPS or the Central Civil Services (Pension) Rules. or to be exercised on his death or retirement on account of disability or invalid retirement under the Central Civil Service (Extraordinary Pension) Rules.
• Government employees already in service and under NPS can also avail such option, the notification said.

Form 2

• Every government employee is required to submit details of family in Form 2. The superior officer shall acknowledge all communications received from the Government servant, countersign them and affix them in the service book of the Government servant concerned.

How many times can this option be edited?

• Employees can revise this option as many times as they want before their retirement, DoPPW said. An employee who is unexpectedly unable to continue will have the option to submit a new option.
• If the employee dies during service, the last option exercised by him before death is final and the family has no right to amend the option.

If died prematurely

• If an employee dies before completing 15 years of service or within 3 years of notification of Rules 2021 without exercising the option, his family will be paid family pension as per the option chosen by the employee as per Central Civil Services Rules.
• In case no option is exercised by the employee, claim for discharge from service or claim of family on death of subscriber shall be treated as default option and governed by PFRDA Rules 2015.
