• மகாத்மா காந்தி தேசிய ஊரக வேலை உறுதியளிப்புச் சட்டம் (Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA)) அல்லது என்பது இந்திய அரசு கொண்டுவந்த வேலை உறுதியளிப்புத் திட்டம் ஆகும். இச்சட்டம் 25.05.2005 முதல் அமலாக்கப்பட்டது. 
• முதலில் தேசிய ஊரக வேலை உறுதியளிப்புத் திட்டம் என்ற பெயரில் கொண்டு வரப்பட்ட இது 2009 காந்தியடிகள் பிறந்த நாளன்று மகாத்மா காந்தி தேசிய ஊரக வேலை உறுதியளிப்புத் திட்டம் என்று பெயர் மாற்றப்பட்டது. தமிழக கிராமப்புற மக்கள் இதனை 100 நாள் வேலை என்று அழைக்கின்றனர்.

திட்டம்

• இத்திட்டத்தின் கீழ், பொதுவேலை செய்ய விருப்பம் உள்ள கிராமப்புற வயது வந்தவர்களுக்கு, அரசின் குறைந்த ஊதியத்துடன், ஒரு நிதியாண்டில் 100 நாட்களுக்கு கட்டாய சிறப்புத்திறன் இல்லா உடலுழைப்பு வேலைவாய்ப்பு அளிக்கப்படும்.
• 18 வயது நிரம்பிய திறன் சாரா உடல் உழைப்பு செய்ய விரும்பும் கிராமப்புற நபர்கள், தங்கள் பெயர், வயது மற்றும் முகவரியை கிராம பஞ்சாயத்திடம், புகைப்படத்துடன் விண்ணப்பிக்க வேண்டும். 
• கிராம பஞ்சாயத்தார், தகுந்த விசாரணைக்கு பின்னர், நபரை பதிவு செய்து, அவருக்கான, பணி அட்டையை வழங்குவார்.
• பணி அட்டையில், நபரின் விவரங்கள், புகைப்படத்துடன் இடம் பெற்று இருக்கும். 5 கிலோ மீட்டர் தூரத்திற்கு, உட்பட்டு வேலைவாய்ப்பு அளிக்கப்படும்.
• இத்திட்டம் ஒரு நிதியாண்டில் குறைந்தது 100 நாட்களுக்கு வேலை உறுதி அளிக்கிறது.

திட்டத்தின் பயன்கள்

• ஊரக ஏழை மக்களின் வேலைக்கான உரிமை நிலை நாட்டப்படும்.
• கிராமப்புற சமூகப் பொருளாதார உள் கட்டமைப்பு வசதிகள் மேம்படுத்தப்படும். ஊரக பகுதி மக்களின் வாழ்வாதாரம் உயர்த்தப்படும்.
• தனிநபர் இல்ல கழிப்பறைகள் உருவாக்கப்பட்டு கிராமப்புறங்கள் சுகாதார மேம்பாடு அடையும்.
• ஊரக பகுதிகளில் உள்ள மக்கள் இடம் பெயர்வு குறைவதோடு அவர்களின் வாங்கும் திறன் அதிகரிக்கும்.
• நிழல் தரும் மரங்கள், பயன் தரும் மரங்கள் ஆகியவை நட்டு இயற்கை வளம் மேம்படுத்தப்படும்.
• சம்பளம் அதிகரிப்பு
• ஒரு நாளைக்கான சம்பளம் தற்போது ரூபாய் 133 லிருந்து ரூ.214.(மாநில அளவில் வேறுபாடு) ஆக உயர்த்தப்பட்டுள்ளது.

பணிபுரிபவர்கள் வயது

• இத் திட்டத்தின் கீழ் பணிபுரிபவர்கள் வயது தொடர்பாக வெளியாகியுள்ள தரவு ஆய்வு செய்யப்பட்டதில், 2017-18 நிதியாண்டில் 18 வயதுக்கும் 30 வயதுக்கும் இடையேயான இளம் வயதினர் எண்ணிக்கை அதிகரித்திருப்பதனைக் காட்டுகிறது. 
• இவ்வயதில் பணியாற்றியோர் எண்ணிக்கை 2013-14இல் 1 கோடிக்கும் அதிகமாக இருந்தது. பின்னர் அது 2017-18இல் 58.69 லட்சமாகக் குறைந்தது. 
• எனினும் 2018-19இல் மீண்டும் அதிகரித்து 70.71 லட்சமாக மாறியிருக்கிறது. 
• பண மதிப்பு நீக்கம் மற்றும் ஜிஎஸ்டி ஆகிய அரசின் நடவடிக்கைகளுக்குப் பின்னர்தான் இளம் வயதினர் இவ்வேலைக்கு வருவது அதிகரித்திருப்பதாகக் கூறப்படுகிறது.

• The Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) is an employment guarantee scheme introduced by the Government of India. This Act came into force from 25.05.2005. 
• Originally introduced as the National Rural Employment Guarantee Scheme, it was renamed the Mahatma Gandhi National Rural Employment Guarantee Scheme in 2009 on Gandhiji's birthday. Rural people of Tamil Nadu call it 100 days work.

Project

• Under this scheme, rural adults who are willing to do public work will be given compulsory unskilled manual labor employment for 100 days in a financial year with low government wages.
• Rural persons who have attained the age of 18 and are willing to do unskilled manual labor should apply to the Gram Panchayat with their name, age and address along with a photograph. The Gram Panchayat will, after due enquiry, register the person and issue a work card to him.

• The scheme guarantees employment for at least 100 days in a financial year.

Benefits of the scheme

• The right to work of the rural poor will be established.
• Rural socio-economic infrastructural facilities will be improved. Livelihood of rural people will be enhanced.
• Individual household toilets will be developed and rural areas will be improved in sanitation.
• People in rural areas will reduce migration and their purchasing power will increase.
• Planting shade trees and useful trees will improve natural resources.
• Salary increase
• A day's salary has now been increased from Rs.133 to Rs.214 (state-wise variation).

Age of employees

• An analysis of the data released regarding the age of employees under this scheme shows that the number of young people between the age of 18 and 30 years has increased in the financial year 2017-18. 
• The number of people working in this category was more than 1 crore in 2013-14. Later it decreased to 58.69 lakh in 2017-18. However, it has again increased to 70.71 lakhs in 2018-19. 
• It is said that only after demonetization and GST government measures, the young people are coming to this job.
