• 2017-18 பட்ஜெட் உரையில், நிதியமைச்சர் ‘மஹிளா சக்தி கேந்திரா திட்டத்தை’ அறிவித்தார். இத்திட்டத்தின் கீழ், கிராம அளவில் 14 லட்சம் ஐசிடிஎஸ் அங்கன்வாடி மையங்களில் மகிளா சக்தி கேந்திரா அமைக்கப்படும்.
• செயல்படுத்தும் அமைச்சகம்: பெண்கள் மற்றும் குழந்தைகள் மேம்பாட்டு அமைச்சகம்

நோக்கம் 

• திறன் மேம்பாடு, வேலைவாய்ப்பு, டிஜிட்டல் கல்வியறிவு, சுகாதாரம் மற்றும் ஊட்டச்சத்துக்கான வாய்ப்புகளுடன் கிராமப்புற பெண்களுக்கு அதிகாரமளித்தல்.

குறிக்கோள்

• சுகாதாரம், கல்வி, தொழில்சார் வழிகாட்டுதல் மற்றும் சமூகப் பாதுகாப்பு மற்றும் டிஜிட்டல் கல்வியறிவு ஆகியவற்றுக்கான சமமான அணுகலுக்கான ஆதரவை வழங்குவதற்கான ஆதரவை வழங்குவதற்கு பெண்கள் தங்கள் திறனை உணரும் சூழலை உருவாக்குதல்.
• பெண்கள் அதிகாரமளித்தலுக்கான தேசிய இயக்கம் இந்தத் திட்டத்துடன் இணைக்கப்பட்டுள்ளது.

அம்சங்கள்

• பெண்கள் கூட்டுக் குழுக்களில் பங்கேற்க உதவுங்கள் மற்றும் கிராம அளவில் இருக்கும் கூட்டுகளை வலுப்படுத்துங்கள்.
• கிராம சபைகள் மற்றும் PRI களில் போதுமான பங்கேற்பதற்காக சமூக உறுப்பினர்களுக்கு தகவல் மற்றும் பிற ஆதாரங்களை கிடைக்கச் செய்யுங்கள்.
• அரசுத் திட்டங்களில் சேர்வதற்கான அடையாளத்தை நிறுவுவதற்கான ஆவணங்களைத் தயாரிப்பதில் பெண்களுக்கு உதவுதல்.
• சுகாதாரம், கல்வி, நுண்கடன் போன்ற பல்வேறு துறைகளில் சிறந்த நடைமுறைகளை அடையாளம் காணவும்.
• குறைந்து வரும் குழந்தை பாலின விகிதத்தை நிவர்த்தி செய்து ஒவ்வொரு குழந்தையும் கல்வி மற்றும் அதிகாரமளித்தல் மூலம் பாதுகாக்கப்படுவதை உறுதி செய்தல்.
• இது கிராமப்புற பெண்களுக்கும் அரசாங்கத்திற்கும் இடையே ஒரு இடைமுகத்தை வழங்குகிறது, இதனால் அவர்கள் தங்கள் உரிமைகளைப் பெற முடியும்.
• 920 மகிளா சக்தி கேந்திராக்களை நிறுவுவதன் மூலம் நாட்டில் மிகவும் பின்தங்கிய 115 மாவட்டங்களுக்கு சேவை வழங்க அரசாங்கம் உத்தேசித்துள்ளது.
• இந்தத் திட்டத்தைத் திட்டமிடுவதற்கும் நிர்வகிப்பதற்கும் பல்வேறு நிலைகளில் பணிக்குழு அமைக்கப்பட்டுள்ளது.

கவரேஜ்

• அனைத்து மாநிலங்கள் மற்றும் யூனியன் பிரதேசங்களில் பெண்களுக்கான மாநில வள மையம் (SRCW) அமைக்கப்படும், மேலும் 640 மாவட்டங்களில் படிப்படியாக பெண்களுக்கான மாவட்ட அளவிலான மையம் (DLCW) அமைக்கப்படும்.
• முதல் மற்றும் இரண்டாம் கட்டம் (முறையே 2017-18 மற்றும் 2018-19 ஆண்டுகளில் செயல்படுத்தப்படும்) 440 மாவட்டங்களில் (ஒவ்வொரு கட்டத்திலும் 220) DLCW களை நிறுவுவதை மேற்பார்வையிடும்.
• மூன்றாம் கட்டமாக 200 புதிய மாவட்டங்கள் இணைக்கப்படும்.
• NITY Aayog மூலம் அடையாளம் காணப்பட்ட 115 மிகவும் பின்தங்கிய மாவட்டங்களுக்கு தொகுதி அளவிலான முன்முயற்சி நீட்டிக்கப்படும்.

பட்ஜெட்

• 2017-2020க்கான மொத்த பட்ஜெட் 835.91 கோடி.
• நிதி வெளியீட்டிற்கான நிதி முறை பின்வருமாறு பகிரப்படும்:
• மத்திய அரசு மற்றும் மாநில அரசு 60:40
• மத்திய அரசு மற்றும் வடகிழக்கு அல்லது சிறப்பு வகை மாநிலங்கள் 90:10
• யூனியன் பிரதேசங்களில் மத்திய அரசின் பங்கு 100%

• In the Budget Speech of 2017-18, Finance Minister announced ‘Mahila Shakti Kendra Scheme’. Under the Scheme, Mahila Shakti Kendra will be set up at a village level in 14 lacs ICDS Anganwadi centres.

Aim

• To empower rural women with opportunities for Skill Development, Employment, Digital Literacy, health and nutrition.

Objective

• To create an environment in which women realize their potential and Government to provide support for equal access to healthcare, education, vocational guidance, and provide Social Security and digital literacy.
• National Mission for Empowerment of Women is merged with this scheme.

Features

• Help women to participate in joining collectives and strengthen existing collectives at a village level.
• Make available informational and other resources to the community members for adequate participation in Gram Sabhas and PRIs.
• Facilitate women in preparation of documents for establishing an identity for enrolling in government programs.
• Identify best practices in various sectors like Health, Education, Microfinance etc.
• Address the declining child sex ratio and ensuring that every child is protected by means of education and empowerment.
• It provides an interface between the rural women and government so that they could receive their entitlements.
• The government intends to cater to 115 most backward districts in the country with the establishment of 920 “Mahila Shakthi Kendra’s.”
• Task force at various levels has been established for planning and administrating this scheme.

Coverage

• State Resource Center for Women (SRCW) will be set-up in all states and union territories, and District Level Centre for Women (DLCW) will be set up across 640 districts in a phased manner.
• The first and the second phase (which would be enforced on the years of 2017-18 and 2018-19 respectively) will oversee the establishment of DLCW’s in 440 districts (220 in each phase).
• 200 new districts will be covered in the third phase.
• The block level initiative will extend to 115 most backward districts as identified by NITY Aayog.

Budget

• The total budget for 2017-2020 is 835.91 Crores.
• The funding pattern for the release of funds will be shared as below:
• Central Govt. and State Govt 60:40
• Central Govt. And North Eastern or the Special Category States 90:10
• Share of Central Govt in UTs 100%
