ஒரு நிறுத்த மையத் திட்டம் / ONE STOP CENTRE SCHEME

• பெண்களுக்கான ஒன் ஸ்டாப் சென்டரின் இந்தத் திட்டம் 1 ஏப்ரல் 2015 முதல் செயல்படுத்தப்பட்டு மொத்த திட்டச் செலவு ரூ. 18.58 நிர்பயா நிதியின் கீழ் நிதியளிக்கப்படுகிறது.
• முதல் கட்டமாக, அனைத்து மாநிலங்கள்/யூனியன் பிரதேசங்களிலும் ஒரு OSC நிறுவப்பட வேண்டும், மேலும் 36 இடங்களில் அங்கீகரிக்கப்பட்டது, அவற்றில் 33 மட்டுமே அனுமதிக்கப்பட்டன, மேலும் 15 மட்டுமே மே 30, 2016 வரை செயல்பட்டன.
• முதல் கட்டத்தில் ஏற்கனவே முன்மொழியப்பட்ட 36 மையங்களைத் தவிர, இரண்டாம் கட்டத்தில் 150 கூடுதல் இடங்களில் ஒரு நிறுத்த மையம் அமைப்பதற்கான திட்டம் ஏற்கனவே திருத்தப்பட்டுள்ளது.
• தற்போது 660 மையங்களை அமைக்க அரசு முன்மொழிந்துள்ளது.

ஒரு நிறுத்த மையங்கள்

• ஒன் ஸ்டாப் சென்டர் (OSC) என்பது பெண்கள் மற்றும் குழந்தைகள் மேம்பாட்டு அமைச்சகம் (MWCD) மூலம் இந்திய அரசாங்கத்தால் எந்த வகையான வன்முறையாலும் பாதிக்கப்பட்ட பெண்களுக்கு ஆதரவாக நிறுவப்பட்ட மையங்கள் ஆகும்.
• சாதி, வகுப்பு, மதம், பிரதேசம், பாலின நாட்டம் அல்லது திருமண நிலை ஆகியவற்றைப் பொருட்படுத்தாமல், தனியார் அல்லது எந்த பொது இடத்திலும் வன்முறையால் பாதிக்கப்பட்ட பெண்களுக்கு ஆதரவையும் உதவியையும் வழங்குவதே திட்டத்தின் முக்கிய நோக்கமாகும்.
• இந்த மையங்கள் பாதிக்கப்பட்டவர்களுக்கு மருத்துவம், சட்டம், உளவியல் மற்றும் ஆலோசனை ஆதரவு உள்ளிட்ட பல்வேறு சேவைகளுக்கு உடனடி அணுகலை வழங்கும்.
• வன்முறையால் பாதிக்கப்பட்ட 18 வயதுக்குட்பட்ட பெண்கள் உட்பட அனைத்து பெண்களுக்கும், 18 வயதுக்குட்பட்ட சிறுமிகளுக்கும், சிறார் நீதி (குழந்தைகள் பராமரிப்பு மற்றும் பாதுகாப்பு) சட்டம், 2000 மற்றும் பாலுறவில் இருந்து குழந்தைகளைப் பாதுகாத்தல் ஆகியவற்றின் கீழ் நிறுவப்பட்ட நிறுவனங்கள் மற்றும் அதிகாரிகளுக்கு OSC ஆதரவளிக்கும். குற்றச் சட்டம், 2012 OSC உடன் இணைக்கப்படும்.
• இது தவிர, ஒற்றை சீருடை எண் -181, வன்முறையால் பாதிக்கப்பட்ட அனைத்து பெண்களுக்கும் 24 மணிநேர அவசரகால பதிலை பரிந்துரை மூலம் வழங்கும் (காவல்துறை, OSC அல்லது மருத்துவமனை போன்ற பொருத்தமான அதிகாரிகளுடன் இணைக்கும்)

சேவை வகை

• அவசரகால பதில் மற்றும் மீட்பு சேவைகள்
• OSC வன்முறையால் பாதிக்கப்பட்ட பெண்களுக்கு மீட்பு மற்றும் பரிந்துரை சேவைகளை வழங்கும். இதற்காக, தேசிய சுகாதார இயக்கம் (NHM), 108 சேவை, போலீஸ் (PCR வேன்) போன்ற தற்போதுள்ள வழிமுறைகளுடன் இணைப்புகள் உருவாக்கப்படும், 
• இதனால் வன்முறையால் பாதிக்கப்பட்ட பெண்ணை அந்த இடத்திலிருந்து மீட்டு அருகிலுள்ள மருத்துவ வசதிக்கு (பொதுமக்கள்) அனுப்ப முடியும். / தனியார்) அல்லது தங்குமிடம்

மருத்துவ உதவி

• வன்முறையால் பாதிக்கப்பட்ட பெண்கள், சுகாதாரம் மற்றும் குடும்ப நல அமைச்சகத்தால் உருவாக்கப்பட்ட வழிகாட்டுதல்கள் மற்றும் நெறிமுறைகளின்படி மேற்கொள்ளப்படும் மருத்துவ உதவி/பரிசோதனைக்காக அருகிலுள்ள மருத்துவமனைக்கு பரிந்துரைக்கப்படுவார்கள்.
• பெண்களுக்கு FIR/NCR/DIR பதிவு செய்வதில் உதவி
• FIR/NCR/DIR பதிவு செய்வதற்கு OSC உதவும்

உளவியல்-சமூக ஆதரவு/ ஆலோசனை

• உளவியல்-சமூக ஆலோசனை சேவைகளை வழங்கும் திறமையான ஆலோசகர் அழைப்பில் இருப்பார். இந்த ஆலோசனைச் செயல்முறை பெண்களுக்கு வன்முறையைத் தீர்ப்பதற்கும் அல்லது நீடித்திருக்கும் வன்முறைக்கு நீதியைப் பெறுவதற்கும் பெண்களுக்கு நம்பிக்கையையும் ஆதரவையும் அளிக்கும். 
• ஆலோசனை சேவைகளை வழங்குவதில் ஆலோசகர்கள் பரிந்துரைக்கப்பட்ட நெறிமுறைகள், வழிகாட்டுதல்கள் மற்றும் நெறிமுறைகளை பின்பற்ற வேண்டும்.

சட்ட உதவி மற்றும் ஆலோசனை

• வன்முறையால் பாதிக்கப்பட்ட பெண்களுக்கு நீதி கிடைப்பதை எளிதாக்க, சட்ட உதவி மற்றும் ஆலோசனைகள் OSC இல் எம்பனேல் செய்யப்பட்ட வழக்கறிஞர்கள் அல்லது தேசிய/மாநில/மாவட்ட சட்ட சேவை ஆணையம் மூலம் வழங்கப்படும்.

• This Scheme of One Stop Centre for Women is implemented since 1st April 2015 with total project cost of Rs. 18.58 is funded under Nirbhaya fund. 
• In the first phase , one OSC was to be established in all states/UT and was approved fro 36 locations out of which only 33 got sanctioned and only 15 became operational till 30th May,2016. 
• The scheme has already been revised for setting up One Stop Centre in 150 additional locations in second phase, in addition to the already proposed 36 centres in first phase. 
• The government has now proposed for establishing 660 centres.

One Stop Centres

• One Stop Centre’s (OSC) are centres established by the Government of India through the Ministry of Women and Child development (MWCD) to support women affected by violence of any sort. 
• The main objectives of the scheme is to provide support and assistance to women affected by violence at private or at any public place, irrespective of caste, class, religion, region, sexual orientation or marital status.
• These centres will provide immediate access to a range of services including medical, legal, psychological and counselling support to the victims. 
• The OSC will support all women including girls below 18 years of age affected by violence ,also for girls below 18 years of age, institutions and authorities established under Juvenile Justice (Care and Protection of Children) Act, 2000 and the Protection of Children from Sexual Offences Act, 2012 will be linked with the OSC. 
• In addition to this, a single uniform number -181 will provide 24-hour emergency response to all women affected by violence, through referral (linking with appropriate authorities such as Police, OSC or hospital)

Type of Service

• Emergency Response and Rescue Services
• OSC will provide rescue and referral services to the women affected by violence. For this, linkages will be developed with existing mechanisms such as National Health Mission (NHM), 108 service, police (PCR Van) so that the woman affected by violence can either be rescued from the location and referred to the nearest medical facility (Public/ Private) or shelter home

Medical assistance

• Women affected by violence would be referred to the nearest Hospital for medical aid/examination which would be undertaken as per the guidelines and protocols developed by the Ministry of Health and Family Welfare.
• Assistance to women in lodging FIR/NCR/DIR
• The OSC will facilitate the lodging of FIR/NCR/DIR

Psycho-social support / counselling

• A skilled counsellor providing psycho-social counselling services would be available on call. 
• This counselling process will give women confidence and support to address violence or to seek justice for the violence perpetuated. Counsellors shall follow a prescribed code of ethics, guidelines and protocols in providing counselling services.

Legal aid and counselling

• To facilitate access to justice for women affected by violence, legal aid and counselling would be provided at OSC through empanelled Lawyers or National/State/District Legal Service Authority.
