• ராஷ்டிரிய கிராம் ஸ்வராஜ் அபியானின் (RGSA) மறுசீரமைக்கப்பட்ட மத்திய நிதியுதவி திட்டத்திற்கு பொருளாதார விவகாரங்களுக்கான அமைச்சரவைக் குழு ஒப்புதல் அளித்துள்ளது. 
• இத்திட்டம் 01.04.2018 முதல் 31.03.2022 வரையிலான காலகட்டத்தில் செயல்படுத்தப்படும். மொத்த செலவில் ரூ. 7255.50 கோடி. 
• இந்தத் திட்டம் நாட்டின் அனைத்து மாநிலங்கள் மற்றும் யூனியன் பிரதேசங்களுக்கும் விரிவடையும் மற்றும் பஞ்சாயத்துகள் இல்லாத பகுதி IX அல்லாத பகுதிகளில் உள்ள கிராமப்புற உள்ளாட்சி அமைப்புகளையும் உள்ளடக்கும். 
• இந்தத் திட்டமானது "தொழில்நுட்ப உதவிக்கான தேசியத் திட்டம்", "இ-அஞ்சாயத்தில் மிஷன் பயன்முறைத் திட்டம்", "பஞ்சாயத்துகளின் ஊக்குவித்தல்" மற்றும் மாநிலக் கூறு - பஞ்சாயத்து ராஜ் நிறுவனங்களின் திறன் மேம்பாடு (PRIகள்) உட்பட தேசிய அளவிலான செயல்பாடுகள் ஆகிய இரண்டையும் கொண்டிருக்கும்.
• RGSA இன் அங்கீகரிக்கப்பட்ட திட்டம், 2.55 லட்சத்திற்கும் அதிகமான PRI களுக்கு, உள்ளாட்சி நிர்வாகத்தின் மூலம் SDG களை வழங்குவதற்கான நிர்வாக திறன்களை உருவாக்க உதவும். 
• நிலையான வளர்ச்சி இலக்குகளின் (SDGs) முக்கியக் கொள்கைகள், அதாவது யாரையும் பின்தள்ளாமல், தொலைதூர முதல் மற்றும் உலகளாவிய கவரேஜை அடைவது, பாலின சமத்துவத்துடன் பயிற்சிகள், பயிற்சி தொகுதிகள் மற்றும் பொருட்கள் உட்பட அனைத்து திறன் மேம்பாட்டு தலையீடுகளின் வடிவமைப்பில் உட்பொதிக்கப்படும். 
• விலக்கப்பட்ட குழுக்களை அதிகம் பாதிக்கும் தேசிய முக்கியத்துவம் வாய்ந்த பாடங்களுக்கு முன்னுரிமை வழங்கப்படும், எ.கா. வறுமை, ஆரம்ப சுகாதார சேவைகள், ஊட்டச்சத்து, நோய்த்தடுப்பு, சுகாதாரம், கல்வி, நீர் பாதுகாப்பு, டிஜிட்டல் பரிவர்த்தனைகள் போன்றவை.
• NITI ஆயோக்கால் அடையாளம் காணப்பட்ட மிஷன் அந்த்யோதயா கிராம பஞ்சாயத்துகள் மற்றும் 115 ஆர்வமுள்ள மாவட்டங்களுடனான வேலைத்திட்ட ஒருங்கிணைப்பைக் கருத்தில் கொண்டு இந்த திட்டம் வடிவமைக்கப்பட்டுள்ளது. 
• பஞ்சாயத்துகள் எஸ்சி, எஸ்டி மற்றும் பெண்களின் பிரதிநிதித்துவத்தைக் கொண்டிருப்பதாலும், அடித்தட்டு மக்களுக்கு நெருக்கமான நிறுவனங்களாக இருப்பதாலும், பஞ்சாயத்துகளை வலுப்படுத்துவது சமூக நீதி மற்றும் சமூகத்தின் பொருளாதார வளர்ச்சியுடன் சமத்துவத்தையும் உள்ளடக்கிய தன்மையையும் ஊக்குவிக்கும்.
• PRI களால் மின்-ஆளுமையின் அதிகரித்த பயன்பாடு மேம்பட்ட சேவை வழங்கல் மற்றும் வெளிப்படைத்தன்மையை அடைய உதவும். குடிமக்கள் குறிப்பாக பாதிக்கப்படக்கூடிய குழுக்களை சமூக உள்ளடக்கத்துடன் பயனுள்ள நிறுவனங்களாக செயல்பட கிராம சபைகளை இத்திட்டம் வலுப்படுத்தும்.

• The Cabinet Committee on Economic Affairs has given its approval for restructured Centrally Sponsored Scheme of Rashtriya Gram Swaraj Abhiyan (RGSA). The Scheme will be implemented during the period from 01.04.2018 to 31.03.2022 at the total cost of Rs. 7255.50 crore.
• This scheme will extend to all States and UTs of the Country and will also include institutions of rural local government in non-Part IX areas, where panchayats do not exist. 
• The scheme will have both central component - national level activities including "National Plan of Technical Assistance", "Mission Mode project on e-panchayat", "Incentivization of Panchayats" and state component - capacity building of Panchayati Raj Institutions (PRIs).
• The approved scheme of RGSA will help more than 2.55 lakh PRIs to develop governance capabilities to deliver on SDGs through inclusive local governance with focus on optimum utilization of available resources. 
• The key principles of Sustainable Development Goals (SDGs), i.e. leaving no one behind, reaching the farthest first and universal coverage, along with gender equality will be embedded in the design of all capacity building interventions including trainings, training modules and materials. 
• Priority will be given to subjects of national importance that affects the excluded groups the most, e.g. poverty, primary health services, nutrition, immunization, sanitation, education, water conservation, digital transactions etc.
• The scheme is designed keeping in view programmatic convergence with Mission Antyodaya Gram Panchayats and 115 Aspirational districts as identified by NITI Aayog. 
• As panchayats have representation of SCs, STs and women, and are institutions closest to the grass roots, strengthening panchayats will promote equity and inclusiveness, along with social justice and economic development of the community.

• Increased use of e-governance by PRIs will help achieve improved service delivery and transparency. The scheme will strengthen Gram Sabhas to function as effective institutions with social inclusion of citizens particularly the vulnerable groups.
