• 2011-12 ஆம் ஆண்டு முதல் தமிழ்நாடு கிராம குடியிருப்புகள் மேம்பாட்டுத் திட்டம் (தாய்) என்ற முதன்மைத் திட்டத்தை அறிமுகப்படுத்தியது. 
• இது வளங்களின் சீரற்ற விநியோகத்தில் உள்ள இடையூறுகளைப் போக்கவும், அனைத்து குடியிருப்புகளுக்கும் குறைந்தபட்ச அடிப்படை கட்டமைப்பு வசதிகளை வழங்கவும்.
• வளர்ச்சியின் அலகாக ‘வாழ்விட’த்தில் கவனம் செலுத்தும் ஒரே மாநிலம் தமிழ்நாடுதான், நாட்டிலேயே வேறு எந்த மாநிலமும் இதுபோன்ற புதுமையான திட்டத்தை செயல்படுத்தவில்லை.
• தமிழ்நாட்டில் உள்ள ஒவ்வொரு கிராம பஞ்சாயத்துக்கும் சராசரியாக 6 குடியிருப்புகள் உள்ளன, 12,524 கிராம பஞ்சாயத்துகளில் 79,394 குடியிருப்புகள் உள்ளன. இருப்பினும், குடியிருப்புகளின் எண்ணிக்கை மாவட்டத்திற்கு மாவட்டம் மாறுபடும்.
• நீலகிரி மாவட்டத்தில் உள்ள ஒரு கிராம பஞ்சாயத்தில் சராசரி குடியிருப்புகளின் எண்ணிக்கை 37 ஆகவும், விழுப்புரம் மாவட்டத்தில் 3 மட்டுமே உள்ளது.
• எனவே, அனைத்து கிராம பஞ்சாயத்துகளுக்கும் சமமான தொகையை ஒதுக்குவது, பல்வேறு எண்ணிக்கையிலான குடியிருப்புகளுடன், வளர்ச்சியில் ஏற்றத்தாழ்வு, சொத்துக்களின் விகிதாசார பகிர்வு மற்றும் சீரற்ற முன்னேற்றத்திற்கு வழிவகுத்தது.
• THAI திட்டம், அடிப்படை வசதிகளை புல்வெளி குடியிருப்புகளுக்கு விரிவுபடுத்தும் நோக்கத்துடன் வரப்பிரசாதமாக வந்துள்ளது.
• மாநிலத்தில் 31 மாவட்டங்களில் (சென்னை தவிர) 12,524 கிராம பஞ்சாயத்துகள் உள்ளன. 
• தமிழ்நாட்டில் உள்ள கிராம பஞ்சாயத்துகளின் மக்கள்தொகை பரவலாக வேறுபடுகிறது, சில கிராம பஞ்சாயத்துகள் 500 க்கும் குறைவான மக்கள்தொகை கொண்டவை, மற்றவை 10,000 க்கும் அதிகமான மக்கள்தொகை கொண்டவை.

குறைந்தபட்ச அடிப்படை தேவைகள்

• நீர் வழங்கல், தெரு விளக்குகள், சிமெண்ட் கான்கிரீட் சாலைகள், இணைப்பு சாலைகள், புதைகுழிகள் போன்றவை.

• Government has introduced the flagship programme called Tamil Nadu Village Habitations Improvement (THAI) Scheme from 2011-12 onwards to overcome the bottlenecks in the uneven distribution of resources and to provide minimum basic infrastructure facilities to all the habitations.
•  Tamil Nadu is the only State focusing on ‘Habitation’ as the unit of development and no other State in the Country is implementing such an innovative scheme.
• There are about 6 habitations on an average for each Village Panchayat in Tamil Nadu with 79,394 habitations in 12,524 Village Panchayats. However, the number of habitations varies from District to district.
•  The average number of habitations in a Village Panchayat in The Nilgiris District is 37 whereas it is only 3 in Villupuram District.
•  Therefore, allocation of equal amount to all the Village Panchayats, with varied number of habitations, has led to disparity in development, disproportionate distribution of assets and uneven progress.
•  The THAI scheme has come as boon with the aim of extending the basic facilities to the grass root habitation.
• There are 12,524 Village Panchayats in the State spread across the 31 Districts (except Chennai). 

Minimum Basic Requirements

• Water Supply , Street Lights , cement Concrete Roads , link roads , Burial Grounds etc.
