விவசாயத் துறையில் கலைஞர் ஆட்சியின் சாதனைகள் / ACHIEVEMENTS OF AGRICULTURAL UNDER KARUNANITHI REGIMES

TAMIL

• 1966-ம் ஆண்டு வேளாண் விளைபொருள் உற்பத்தி மிக மிகக் குறைவாக இருந்தது. அதை அதிகரிக்கத் தி.மு.க அரசு பல்வேறு நடவடிக்கைகளை எடுத்தது. 
• வேளாண் ஆராய்ச்சி மூலம் புதிய விதைகள் அறிமுகம், மானிய விலையில் விதைகள், உரங்கள் ஆகியன வழங்கியதுடன் இந்தியாவிலேயே முதன் முறையாக விவசாயப் பம்பு செட்டுகளுக்கு இலவச மின்சாரம் வழங்கியதும் தி.மு.க அரசுதான்.
• இத்தகைய நடவடிக்கைகளால், 1966-ம் ஆண்டு 35,24,220 டன்னாக இருந்த நெல் உற்பத்தி, 2010-ம் ஆண்டு 56,65,200 டன்னாக அதிகரித்தது. 1966-ம்ஆண்டு 95,49,600 டன்னாக இருந்த கரும்பு உற்பத்தி, 2010-ம் ஆண்டு 2,97,45,641 டன்னாக உயர்ந்தது.
• 1966-ம் ஆண்டுக் கடுமையான உணவுப் பஞ்சம் நிலவியது. அதிக விலை கொடுத்தாலும் அரிசி கிடைக்கவில்லை என்ற நிலைமை. இந்நிலையை மாற்றுவதற்காக, 1967 மே மாதம் 15-ம் நாள் சென்னையிலும் கோயம்புத்தூரிலும் ஒரு ரூபாய்க்கு ஒரு படி அரிசி திட்டத்தை முதலமைச்சர் அண்ணா, நடைமுறைக்குக் கொண்டு வந்தார். 
• பின்னர் அது கைவிடப்பட்டது. அதைக் கருத்தில் கொண்டு திமுக அரசு எடுத்த பல்வேறு நடவடிக்கைகளால் நெல் உற்பத்தியில் தமிழ்நாடு தன்னிறைவு கண்ட நிலையில், 2 ரூபாய்க்கு 1 கிலோ அரிசி என்ற திட்டத்தை 2006-ம் ஆண்டு ஜூன் மாதம் 3-ம் நாள் கலைஞர் அரசு நடைமுறைக்குக் கொண்டு வந்தது. பின்னர் அது 1 ரூபாய்க்கு 1 கிலோ அரிசியாக மாற்றப்பட்டது.
• கோதுமை உற்பத்தித் துறையில் பஞ்சாப் மாநிலம் தொடர்ந்து முன்னணியில் இருந்தாலும், அரிசி உற்பத்தித் திறனில் பஞ்சாப் மாநிலம் அதுநாள்வரை தக்க வைத்துக்கொண்டிருந்த தனிச் சிறப்பான நிலையை மாற்றித் தமிழ்நாடு முதலிடத்துக்கு வந்துவிட்டது. இதனை அசோசியேட் சேம்பர்ஸ் ஆஃப் காமர்ஸ் அண்ட் இண்டஸ்ட்ரீஸ் நடத்தியுள்ள ஆய்வு வெளிப்படுத்தியுள்ளது.
• எண்ணெய் வித்துக்கள் உற்பத்தித் திறனில் அரியானா மாநிலம் இதுவரை முதலாவது இடத்தில் இருந்து வந்தது. ஆனால், அந்த முதல்நிலை அரியானாவிடமிருந்து நழுவியது. எண்ணெய் வித்துக்கள் உற்பத்தித் திறனில் அரியானா, ஒரிசா ஆகிய இரண்டு மாநிலங்களையும் பின்னுக்குத் தள்ளிவிட்டு தமிழ்நாடு முதலிடத்துக்கு வந்துவிட்டது.
• இதேபோல், மரவள்ளிக் கிழங்கு உற்பத்தித் திறனில் தமிழகம் உலகிலேயே முதலிடம் வகித்தது தி.மு.கஆட்சியில்தான்.
• மேலும், இந்தியாவிலேயே முதன்முறையாக, 1990-ம் ஆண்டு, திராவிட முன்னேற்றக் கழக அரசு விவசாயிகளுக்கு வழங்கிய இலவச மின்சாரம், தொடர்ச்சியான எதிர்ப்புகள், சிரமங்களுக்கிடையிலும் நீடிக்கப்பட்டு லட்சக்கணக்கான விவசாயிகள் பயன் பெற்றனர்.
• “இந்தியாவிலேயே தமிழ்நாடு அரசி உற்பத்தித் திறனில் முதலிடம், கரும்பு உற்பத்தித் திறனில் முதலிடம், எண்ணெய் வித்துக்கள் திறனில் முதலிடம்” என்று 15.05.2000 தேதியிட்ட பிசினஸ் லைன் ஆங்கில ஏடு பாராட்டுத் தெரிவித்தது.

உழவர் சந்தைகள்

• உழுவோரும் நுகர்வோரும் பயன்பெற வேண்டுமென்ற எண்ணத்துடன் திமுக அரசால் உருவாக்கப்பட்ட திட்டம்தான் உழவர் சந்தைத் திட்டம். 1999-ம் ஆண்டு நவம்பர் மாதம் 14-ம் நாள் மதுரையில், முதல் உழவர் சந்தை திறக்கப்பட்டது. 
• இதன் மூலம், இடைத்தரகர்கள் இல்லாமல், தரமான காய்கறிகள் விவசாயிகளிடம் இருந்து நேரடியாகப் பொதுமக்களிடம் போய்ச் சேர்ந்தது, பொதுமக்களுக்கு விலையும் குறைவாக இருந்தது. 100-வது உழவர் சந்தை 14.11.2000 அன்று சென்னை பல்லாவரத்தில் திறந்து வைக்கப்பட்டது.

மீன்வளம்

• 1966-ம் ஆண்டுத் தமிழ்நாட்டில் பிடிக்கப்பட்ட கடல் மீன்கள் 126286 டன்களாகும். இதன் பிறகு தி.மு.க அரசு மீனவர்களுக்கு அளித்த பல்வேறு உதவிகளால், 2010-ம் ஆண்டுப் பிடிக்கப்பட்ட கடல் மீன்களின் அளவு 3,96,827 டன்களாக அதிகரித்தது.

• In 1966 the production of agricultural produce was very low. The DMK government took various measures to increase it.
• It was the DMK government that introduced new seeds through agricultural research, provided subsidized seeds and fertilizers and provided free electricity to agricultural pump sets for the first time in India.
• Due to such measures, paddy production increased from 35,24,220 tons in 1966 to 56,65,200 tons in 2010. Sugarcane production increased from 95,49,600 tonnes in 1966 to 2,97,45,641 tonnes in 2010.
• In 1966 there was a severe food famine. The situation is that rice is not available despite paying a high price. In order to change this situation, on 15 May 1967, Chief Minister Anna implemented the one step rice per rupee scheme in Chennai and Coimbatore.
• It was later abandoned. Taking this into consideration, Tamil Nadu became self-sufficient in rice production due to the various measures taken by the DMK government, and on the 3rd day of June 2006, the Kalainar government implemented the scheme of 1 kg of rice for 2 rupees. Later it was converted to 1 kg of rice for 1 rupee.
• Even though Punjab continues to be the leader in wheat production, Tamil Nadu has replaced the excellent position that Punjab had maintained till then in terms of rice production capacity. This has been revealed by a study conducted by the Associated Chambers of Commerce and Industries.
• Ariana State has been ranked first in oilseeds production capacity till now. However, that first step eluded Ariana. Tamil Nadu has come to the first place in oilseeds production capacity, leaving behind the two states of Orissa and Ariana.
• Similarly, it was during the DMK regime that Tamil Nadu ranked first in the world in terms of cassava production capacity.
• Also, for the first time in India, in 1990, the Dravida Munnetra Kazhagam government provided free electricity to farmers, which was extended despite continuous protests and difficulties and lakhs of farmers benefited.
• "Tamil Nadu is the first in India in production capacity, the first in sugarcane production capacity and the first in oilseeds capacity," Business Line English newspaper dated 15.05.2000 praised.

Farmers markets

• Farmers market scheme is a scheme developed by DMK government with the intention of benefiting farmers and consumers. On 14th November 1999, the first farmers market was opened in Madurai.
• Through this, quality vegetables went directly from the farmers to the public without any middlemen and the price was low for the public. The 100th Farmers' Market was inaugurated on 14.11.2000 at Pallavaram, Chennai.

Fishery

• The marine fish caught in Tamil Nadu in 1966 was 126286 tonnes. After this, the amount of sea fish caught in the year 2010 increased to 3,96,827 tonnes due to various assistance provided by the DMK government to the fishermen.
