• மிஷன் பரிவார் விகாஸ் சுகாதாரம் மற்றும் குடும்ப நல அமைச்சகத்தின் கீழ் உயர்தர குடும்பக் கட்டுப்பாட்டை விரைவுபடுத்தவும், 2025 ஆம் ஆண்டுக்குள் கருவுறுதல் விகிதத்தை 2.1 என்ற மாற்று நிலைக்கு எட்டவும் தொடங்கப்பட்டது. 
• இந்த திட்டம் வளர்ந்து வரும் மக்கள்தொகையை மாற்று நிலைக்கு மட்டுமே குறைக்கும் நோக்கம் கொண்டது  மற்றும் அதற்குக் கீழே இல்லை, ஏனெனில் இது சீனா இன்று எதிர்கொள்கிறது போன்ற நீண்ட காலத்திற்கு இளம் மக்கள்தொகையின் சீரழிவுக்கு வழிவகுக்கும்.
• அதிக TFR (மொத்த கருவுறுதல் விகிதம்) கொண்ட 145 உயர் கருவுறுதல் மாவட்டங்களில் இத்திட்டம் செயல்படுத்தப்படும், மேலும் 2025 ஆம் ஆண்டிற்குள் TFR (மொத்த கருவுறுதல் விகிதம்) 2.1 ஆகக் குறைப்பதே இதன் நோக்கமாகும்.
• மத்தியப் பிரதேசம், உத்தரப் பிரதேசம், பீகார், அசாம், ஜார்கண்ட், சத்தீஸ்கர் மற்றும் ராஜஸ்தான் ஆகிய மாநிலங்களில் இருந்து இந்த 145 மாவட்டங்கள் TFR 3 அல்லது அதற்கு மேற்பட்டவை மற்றும் மொத்த மக்கள்தொகையில் 28% க்கும் அதிகமானவை.
• இருப்பினும், இந்தியாவின் பாதுகாக்கப்பட்ட ஜோடிகளில் 22% மற்றும் இந்தியாவின் தேவையற்ற தம்பதிகளில் 40% மட்டுமே இந்த மாவட்டங்களில் வசிக்கின்றனர்.
• இந்த மாநிலங்களில் இருந்து 115 மாவட்டங்களில் அதிக சதவீதம் (79%) இளம் பருவ தாய்மார்கள் உள்ளனர்.

• குடும்பக் கட்டுப்பாடு மற்றும் திருமணப் பிரச்சனைகளைப் பற்றி விவாதிக்க தம்பதிகளுக்கு 52 வார கால வானொலி நிகழ்ச்சிகளுடன் நுகர்வோருக்கு ஏற்ற இணையதளம் தொடங்கப்படும்.

செயல்படுத்தல்

• மிஷன் பரிவார் விகாஸ் யோஜனா, மத்திய சுகாதாரம் மற்றும் குடும்ப நலத்துறை அமைச்சர் ஸ்ரீ ஜே.பி நட்டா அவர்களால் செப்டம்பர் 26, 2016 அன்று தொடங்கப்பட்டது.
• 7 அதிக மக்கள் தொகை கொண்ட மாநிலங்களில் 2025 ஆம் ஆண்டுக்குள் TFR (மொத்த கருவுறுதல் விகிதம்) 2.1 ஆகக் குறைப்பதே இந்தத் திட்டத்தின் முக்கிய நோக்கமாகும்.
• அனைத்து வாழ்க்கை நிலைகளிலும் கவனம் செலுத்தும் வகையில், 'இனப்பெருக்க தாய், புதிதாகப் பிறந்த குழந்தை மற்றும் இளம்பருவ ஆரோக்கியத்திற்கான (RMNCH + A) மூலோபாய அணுகுமுறையை அமைச்சகம் வெளிப்படுத்தும்.
• மிஷன் பரிவார் விகாஸுடன், "அந்தரா" திட்டத்தின் கீழ் பொது சுகாதார அமைப்பிலும் சில திட்டங்கள் அறிமுகப்படுத்தப்பட்டன.

ENGLISH

• Mission Parivaar Vikas was launched under the Ministry of Health and Family Welfare to accelerate high quality family planning, and to reach the fertility rate to the replacement level of 2.1 by the year 2025. 
• This scheme aims to reduce the growing population to the replacement level only, and not below that as it would lead to deterioration of the young population in the long run similar to what China is facing today.
• The scheme will be implemented in 145 high fertility districts with a High TFR (Total Fertility rate), and the aim will be to reduce TFR (Total Fertility rate) to 2.1 by the year 2025.
• These 145 districts from Madhya Pradesh, Uttar Pradesh, Bihar, Assam, Jharkhand, Chhattisgarh, and Rajasthan have TFR greater than 3 or more and constitute more than 28 % of the total population.
• However, only 22% of India's protected couples and 40% of India's couples with unmet needs reside in these districts.
• Over 115 districts from these states have a high percentage (79%) of adolescent mothers.

Objectives

• To accelerate the family planning in Indian families.
• To reduce the population rate to the replacement level of 2.1 by the year 2025.
• To maintain this population rate in the long run for sustenance of Indian population.
• To reduce the pressure on limited sources due to increasing pressure.
• To provide access to contraceptives at lower cost.
• To decrease the maternal and infant mortality rate.
• To reduce the number of Adolescent or young mothers.

Salient Features

• This program will be launched along with promotional schemes such as 'SAATHI- Awareness on wheels' and 'Nayi Pehel' to create widespread awareness regarding family planning.
• There will be a Semi-annual review of the programs through intense monitoring mechanisms.
• Consumer-friendly website will be launched along with 52 weeks long radio shows for couples to discuss family planning and marriage issues.
• It will also distribute a kit (Nayi Pahal) containing products of family planning and personal hygiene among newly-wed couples.
• It will increase sterilization services, roll out injectable contraceptive at sub centre level.
• It will generate awareness about condoms and pills.

• Poor and Destitutes with the burden of huge families.
• Lower middle class who are hesitant to use Contraceptives devices or pills.
• Unaware citizens who consider discussing Sex as Taboo.

Implementation

• Mission Parivaar Vikas yojana was launched by Shri J.P Nadda, Union Minister of Health and Family Welfare, on 26th September 2016.
• Main focus of this scheme is to reduce the TFR (Total fertility rate) to 2.1 by the year 2025 in 7 high populated states.
• The Ministry will articulate the 'Strategic approach to Reproductive Maternal, Newborn Child and Adolescent Health (RMNCH + A), bringing focus on all the life stages.
• Along with Mission Parivaar Vikas, few schemes were also introduced in the public health system under the "Antara" Program.
• A new software called - Family Planning Logistics Management Information System ( FP-LMIS) was also launched, which is designed to provide vital information on the demand and distribution of contraceptives to health facilities and ASHA to strengthen supply chain management.
• As part of the Mission Parivar Vikas Scheme, the Health Minister also launched a new consumer-friendly website on family planning and a 52-week radio show for couples to discuss marriages and family planning issues

• It will help in reduction of population rate to 2.1, i.e., the replacement rate.
• It will make the citizens aware about family planning and uses of contraceptives.
• It will change the view of society with respect to the uses of Condoms, Contraceptive pills, etc.
• It will improve the life of destitutes with large families, by making them aware of not increasing the number of their family members anymore.
