- இரண்டாவது முறையாக முதலமைச்சர் பதவியேற்றுக்கொண்ட கலைஞர், 1972-ம் ஆண்டு நடைபெற்ற சுதந்திர நாள் வெள்ளி விழாவின்போது, மாநில முதலமைச்சர்கள் தேசியக் கொடியை ஏற்றி வைக்கும் உரிமையை மத்திய அரசிடம் வலியுறுத்திப் பெற்றார்.
- அதுநாள்வரை, சுதந்திர நாளன்று டெல்லியில் பிரதமரும், குடியரசு நாளன்று குடியரசுத் தலைவரும் கொடியேற்ற, மாநிலங்களில் ஆளுநர்கள் கொடியேற்றுவது மரபாக இருந்தது.
- இந்நிலையில், மத்திய அரசால் நியமிக்கப்படும் ஆளுநரைவிட மக்களால் தேர்தெடுக்கப்பட்ட முதலமைச்சர்களே கொடி ஏற்றும் உரிமை பெற்றவர் எனக் கலைஞர் போராடிப் பெற்ற உரிமையால், இன்று அனைத்து மாநில முதலமைச்சர்களும் தேசிய கொடி ஏற்றும் உரிமையைப் பெற்றனர் என்பதுதான் வரலாறு.
