தமிழக சட்டப்பேரவையில் 2023-24 நிதியாண்டுக்கான வேளாண் பட்ஜெட்டை அமைச்சர் எம்ஆர்கே பன்னீர்செல்வம் நேற்று தாக்கல் செய்தார்.
முக்கிய அம்சங்கள்
கூட்டுறவு துறை மூலம் விவசாயிகளுக்கு ரூ.14,000 கோடி கடன் வழங்க இலக்கு நிர்ணயிக்கப்பட்டுள்ளது. பயிர் காப்பீடு திட்டத்துக்கு ரூ.2,337 கோடி ஒதுக்கப்பட்டுள்ளது.
வரும் ஆண்டில், காப்பீடு கட்டண மானியத்தில் மாநில அரசின் பங்களிப்பாகரூ.2,337 கோடி ஒதுக்கீடு செய்யப்பட்டு, காப்பீடு திட்டம் தொடர்ந்து செயல்படுத்தப்படும். ரூ.6,600 கோடியில் மகாத்மா காந்தி தேசிய ஊரக வேலை உறுதி திட்டத்தின்கீழ் தடுப்பணை, பண்ணை குட்டைகள் உள்ளிட்ட பணிகள் மேற்கொள்ளப்படும்.
தமிழ்நாடு புத்தொழில் - புத்தாக்க இயக்கம் மூலம் தஞ்சாவூரில் புதிய வட்டார புத்தொழில் மையம் உருவாக்கப்படும். வேளாண் தொழில்பெருவழித்தடம் மூலம் வேளாண் சார்ந்த பல்வேறு துறைகளின் திட்டங்களை ஒருங்கிணைத்து, அடுத்த 5 ஆண்டுகளில் ரூ.1,000 கோடியில் வேளாண் தொழில் பெருந்தடத் திட்டம் செயல்படுத்தப்படும்.
2023-24-ம் ஆண்டில் விவசாயம் மற்றும் அதுதொடர்பான துறைகளான கால்நடை பராமரிப்பு, மீன்வளம், நீர்வளம், எரிசக்தி, ஊரக வளர்ச்சி, கூட்டுறவு, உணவு, வருவாய், வனம், பட்டு வளர்ச்சி, குறு சிறு நடுத்தர தொழில் நிறுவனங்கள் ஆகிய துறைகளின் மானியக் கோரிக்கைகளின்கீழ் ரூ.38,904 கோடி ஒதுக்கப்பட்டுள்ளது.
கூட்டுறவு துறை மூலம் 2022-23-ம் ஆண்டில் இதுவரை 16.43 லட்சம் விவசாயிகளுக்கு ரூ.12,648 கோடி பயிர்க் கடன் வழங்கப்பட்டுள்ளது. வரும் ஆண்டில் ரூ.14,000 கோடி கடன் வழங்க இலக்கு நிர்ணயிக்கப்பட்டுள்ளது. ஆடு, மாடு, கோழி, மீன் வளர்க்கும் விவசாயிகளுக்கு வட்டியில்லா கூட்டுறவு கடனாக ரூ.1,500 கோடி வழங்கப்படும்.
வரும் ஆண்டு நெல் கொள்முதல் செய்ய, ஊக்கத் தொகையாக ஒரு குவின்டாலுக்கு கூடுதலாக சன்ன ரகத்துக்கு ரூ.100, பொது ரகத்துக்கு ரூ.75 வழங்க ரூ.500 கோடி ஒதுக்கப்பட்டுள்ளது.
தொடக்க வேளாண் கூட்டுறவு சங்கங்களில் வேளாண் இயந்திரங்கள் வாங்கப்பட்டு, இ-வாடகை செயலியுடன் இணைத்து வாடகைக்கு விடப்படும். இதற்கு ரூ.500 கோடி நபார்டு வங்கி நிதியுடன் ஒதுக்கப்படும். காவிரி பாசனப் பகுதி நீர்நிலைகளில் நீர்வளத் துறை மூலம் ரூ.90 கோடியில் தூர்வாரும் பணி மேற்கொள்ளப்படும்.
பசுந்தீவனப் பயிரை தோட்டங்களில் ஊடுபயிராக பயிரிட ஊக்குவிக்கும் வகையில் ரூ.60 லட்சம் ஒதுக்கப்படும். காவிரி, பவானி, தாமிரபரணி மற்றும் கிளை ஆறுகளில் 40 லட்சம் நாட்டின மீன் குஞ்சுகள் இருப்பு செய்யப்படும். ரூ.1.20 கோடியில் இத்திட்டம் செயல்படுத்தப்படும்.
வேளாண்மை வளர, புதிய ரகங்கள், தொழில்நுட்பங்கள் தொடர்ந்து வந்துகொண்டே இருக்க வேண்டும். அதிக மகசூல் பெறும் ரகங்களை உற்பத்தி செய்வதில் பல்கலைக்கழகங்கள், கல்லூரிகள் பங்களிக்க வேண்டும். இவ்வாறு அவர் தெரிவித்தார்.
1.27 கோடி டன் உணவு தானியம் உற்பத்தி செய்ய திட்டம்: கடந்த 2021-22-ம் ஆண்டில் பல தொலைநோக்கு திட்டங்களை செயல்படுத்தியதால், தமிழகத்தில் மொத்த சாகுபடி பரப்பு 1.93 லட்சம் ஹெக்டேர் அதிகரித்து, மொத்தமாக 63.48 லட்சம் ஹெக்டேரில் சாகுபடி மேற்கொள்ளப்பட்டது.
மண்வளம் காக்கும் பணிகளால் 6 ஆண்டுகளுக்கு பிறகு, 2021-22-ம் ஆண்டில் 1.20 கோடி டன் உணவு தானிய உற்பத்தி செய்து சாதனை படைக்கப்பட்டது. இது 2020-21-ம் ஆண்டைவிட 11.73 லட்சம் டன் அதிகம்.
2022-23-ம் ஆண்டில் டெல்டா மாவட்டங்களில் 5.36 லட்சம் ஏக்கரில் குறுவை சாகுபடி நடந்து,47 ஆண்டுகளில் இல்லாத சாதனை படைக்கப்பட்டுள்ளது. இதுதவிர கடந்த 2 ஆண்டுகளில் 1.50 லட்சம் புதிய விவசாய மின் இணைப்புகள் வழங்கப்பட்டுள்ளன.
இயற்கை இடர்ப்பாடுகளால் ஏற்படும் வருவாய் பாதிப்பை தடுக்க, தமிழக அரசால் ரூ.1,695 கோடி காப்பீடு கட்டண மானியமாக வழங்கப்பட்டு, 6.71 லட்சம் விவசாயிகளுக்கு ரூ.783 கோடி இழப்பீடு வழங்கப்பட்டுள்ளது.
கடந்த ஜனவரி, பிப்ரவரியில் பருவம் தவறி பெய்த கனமழையால் பாதிக்கப்பட்ட 1.82 லட்சம் விவசாயிகளுக்கு மாநில பேரிடர் நிவாரண நிதியில் இருந்து இடுபொருள் மானியமாக ரூ.163.60 கோடி வழங்கப்பட்டுள்ளது.
தமிழகத்தில் வரும் ஆண்டில் 1.27 கோடி டன் அளவுக்கு உணவு தானியங்கள் உற்பத்தி செய்ய திட்டமிடப்பட்டுள்ளது என்று பட்ஜெட்டில் கூறப்பட்டுள்ளது.

A target of Rs 14,000 crore has been set to provide credit to farmers through the cooperative sector. Rs 2,337 crore has been earmarked for the crop insurance scheme.
Agriculture and Farmers Welfare Minister MRK Panneerselvam yesterday presented the separate budget for the agriculture sector in the Legislative Assembly as an e-budget for the 3rd year.
In the coming year, Rs.2,337 crores will be allocated as contribution of the state government in insurance fee subsidy and the insurance scheme will continue to be implemented. Under the Mahatma Gandhi National Rural Employment Guarantee Scheme at Rs 6,600 crore, works including barrage and farm ponds will be carried out.
A new Regional Industrial Center will be created in Thanjavur through the Tamil Nadu Industry-Innovation Initiative. Through the Agri-Industrial Highway, the projects of various sectors related to agriculture will be integrated and the Agri-Industrial Highway Project will be implemented in the next 5 years at a cost of Rs.1,000 crore.
In the year 2023-24, Rs 38,904 crore has been allocated under the subsidy demands of agriculture and related sectors such as animal husbandry, fisheries, water resources, energy, rural development, cooperatives, food, revenue, forest, silk development, small and medium enterprises.
So far 16.43 lakh farmers have been given crop loans of Rs.12,648 crore through the Cooperative Department. A target of disbursement of Rs.14,000 crore in the coming year has been set. Rs 1,500 crore will be provided as interest-free cooperative loan to farmers raising goats, cows, chickens and fish.
Rs.500 crore has been earmarked to provide Rs.100 per quintal for the small variety and Rs.75 for the general variety as an incentive to purchase paddy next year.
Agricultural machinery will be procured from primary agricultural co-operatives and leased through an e-rental system. 500 crores will be allocated for this along with NABARD bank funds. Dredging will be done by the Water Resources Department at a cost of Rs 90 crore in Cauvery irrigation water bodies.
60 lakhs will be allocated to encourage intercropping of fodder crops in plantations. 40 lakh native fish fry will be stocked in Cauvery, Bhavani, Tamirabarani and Glai rivers. The project will be implemented at a cost of Rs.1.20 crore.
For agriculture to grow, new varieties and technologies must keep coming. Universities and colleges should contribute to the production of high yielding varieties. He said this.
Plan to produce 1.27 crore tonnes of food grains: In the last year 2021-22, the total cultivated area increased by 1.93 lakh hectares and the total cultivated area was 63.48 lakh hectares. A record 1.20 crore tonnes of food grains were produced in 2021-22 after 6 years of soil conservation work. This is 11.73 lakh tonnes more than the year 2020-21.
In the year 2022-23, 5.36 lakh acres of kruvai cultivation has been done in the delta districts, a record that has not been seen in 47 years. Apart from this, 1.50 lakh new agricultural electricity connections have been provided in the last 2 years.
To prevent revenue loss due to natural hazards, the Tamil Nadu government has provided Rs 1,695 crore as insurance premium subsidy and Rs 783 crore compensation has been given to 6.71 lakh farmers.
1.82 lakh farmers who were affected by unseasonal rains in January and February last year have been given Rs. 163.60 crore as input subsidy from the State Disaster Relief Fund. According to the budget, it is planned to produce 1.27 crore tonnes of food grains in Tamil Nadu in the coming year.
