கடந்த 2014-ல் பா.ஜ. ஆட்சிக்கு வந்தவுடன் , நாட்டில் அமலில் இருந்த திட்டக்கமிஷனுக்கு மாற்றாக நிடிஆயோக அமைப்பு உருவாக்கப்பட்டது. மாநிலங்களுக்கு நிதி ஒதுக்கீடு செய்யும் அமைப்பான இந்த அமைப்பின் உயரிய அமைப்பாக நிர்வாக கவுன்சில் உருவாக்கப்பட்டது.
பிரதமர் தலைமையில் அமைக்கப்பட்டுள்ள இக்குழுவில் அனைத்து மாநில முதல்வர்கள், கவர்னர்கள், மத்திய அமைச்சர்கள், அரசு உயர் அதிகாரிகள் கவுன்சிலில் இடம்பெற்றுள்ளனர்.
இந்நிலையில் நிடி ஆயோக் நிர்வாக கவுன்சிலின் எட்டாவது கூட்டம் பிரதமர் மோடி தலைமையில் இன்று (மே.27) நடந்தது. இந்த கூட்டத்தில் பங்கேற்க அனைத்து மாநில முதல்வர்களுக்கு அழைப்பு விடுக்கப்பட்டன.
புது தில்லி பிரகதி மைதானத்தில் உள்ள புதிய மாநாட்டு மையத்தில் இக்கூட்டம் நடைபெற்றது. இதில் 19 மாநிலங்கள் மற்றும் 6 யூனியன் பிரதேசங்களின் முதலமைச்சர்கள்/துணைநிலை ஆளுநர்கள் கலந்து கொண்டனர்.
ஆனால், பீஹார் முதல்வர் நிதிஷ்குமார், மேற்கு வங்க முதல்வர் மம்தா பானர்ஜி, தெலுங்கானா முதல்வர் சந்திரசேகர ராவ், டில்லி முதல்வர் கெஜ்ரிவால், பஞ்சாப் முதல்வர் பக்வந்த் மான், ராஜஸ்தான் முதல்வர் அசோக் கெலாட், கேரள முதல்வர் பினராயி விஜயன் ஆகியோர் இந்த கூட்டத்தில் பங்கேற்கவில்லை.
உடல்நிலை காரணமாக இந்த கூட்டத்தில் பங்கேற்கவில்லை என அசோக் கெலாட் கூறியுள்ளார். டில்லி நிர்வாகம் தொடர்பான அவசர சட்டத்திற்கு எதிர்ப்பு தெரிவித்து கெஜ்ரிவாலும், பஞ்சாப் அரசின் கோரிக்கைகளை ஏற்காததற்கு எதிர்ப்பு தெரிவித்து பக்வந்த் மானும் பங்கேற்கவில்லை. பினராயி விஜயன் எந்த காரணத்தையும் தெரிவிக்கவில்லை.
இன்றைய கூட்டத்தில் எந்த பயனும் இல்லை என நிதிஷ்குமார் கூறியுள்ளார். வெளிநாடு பயணம் மேற்கொண்டுள்ளதால், முதல்வர் ஸ்டாலின் இந்த கூட்டத்தில் பங்கேற்கவில்லை.
முன்னரே ஒப்புக் கொண்ட நிகழ்ச்சி காரணமாக நிடி ஆயோக் கூட்டத்தில் ஒடிசா முதல்வர் நவீன் பட்நாயக் கலந்து கொள்ளவில்லை.

In 2014, the BJP After coming to power, Nitiayog was created to replace the existing Planning Commission in the country. The Executive Council was created as the apex body of this organization which is the body that allocates funds to the states.
All state Chief Ministers, Governors, Union Ministers and senior government officials are included in this committee chaired by the Prime Minister. The eighth meeting of the Nidi Aayog Executive Council was held today (May 27) under the chairmanship of Prime Minister Modi.
All state chief ministers were invited to participate in this meeting. The meeting was held at the New Convention Center at Pragati Maidan, New Delhi. Chief Ministers/Lieutenant Governors of 19 States and 6 Union Territories participated in it.
However, Bihar Chief Minister Nitish Kumar, West Bengal Chief Minister Mamata Banerjee, Telangana Chief Minister Chandrasekhara Rao, Delhi Chief Minister Kejriwal, Punjab Chief Minister Bhagwant Mann, Rajasthan Chief Minister Ashok Khelat, Kerala Chief Minister Pinarayi Vijayan did not participate in this meeting.
Kejriwal and Bhagwant Mann did not attend as they protested against the Emergency Act related to the administration of Delhi and the Punjab government did not accede to its demands. Pinarayi Vijayan did not give any reason.
Nitish Kumar said that today's meeting was of no use. Chief Minister Stalin did not participate in this meeting as he was on a foreign trip. Odisha Chief Minister Naveen Patnaik did not attend the NITI Aayog meeting due to a pre-agreed agenda.
