ஏற்றுமதி தயார்நிலைக் குறியீடு அறிக்கை 2022 / EXPORT PREPAREDNESS INDEX (EPI) REPORT 2022: NITI ஆயோக் 2022 ஆம் ஆண்டுக்கான இந்தியாவின் மாநிலங்கள்/யூனியன் பிரதேசங்களுக்கான ஏற்றுமதித் தயார்நிலை குறியீட்டின் (EPI) மூன்றாவது பதிப்பை ஜூலை 17, 2023 அன்று வெளியிடுகிறது.

FY22 இல் நிலவும் உலகளாவிய வர்த்தக சூழலில் இந்தியாவின் ஏற்றுமதி செயல்திறனை அறிக்கை விவாதிக்கிறது, அதைத் தொடர்ந்து நாட்டின் துறை சார்ந்த ஏற்றுமதி செயல்திறன் பற்றிய கண்ணோட்டம். நமது மாவட்டங்களை நாட்டிலேயே ஏற்றுமதி மையங்களாக உருவாக்க வேண்டியதன் அவசியத்தை இந்த அறிக்கை மேலும் எடுத்துக்காட்டுகிறது.

EPI என்பது இந்தியாவில் உள்ள மாநிலங்கள் மற்றும் யூனியன் பிரதேசங்களின் ஏற்றுமதி தயார்நிலையை அளவிடும் ஒரு விரிவான கருவியாகும். ஒரு நாட்டில் பொருளாதார வளர்ச்சி மற்றும் வளர்ச்சியை உருவகப்படுத்துவதற்கு ஏற்றுமதிகள் இன்றியமையாதவை. 

இது ஏற்றுமதி செயல்திறனை பாதிக்கும் காரணிகளைப் புரிந்துகொள்வது அவசியம். இந்தக் குறியீடு, மாநிலங்கள் மற்றும் யூனியன் பிரதேசங்களின் பலம் மற்றும் பலவீனங்களைக் கண்டறிவதற்காக, ஏற்றுமதி தொடர்பான அளவுருக்கள் முழுவதும் விரிவான பகுப்பாய்வை மேற்கொள்கிறது. 

குறியீட்டிற்கான வழிமுறையை உருவாக்குவது என்பது பங்குதாரர்களின் கருத்துக்களைத் தொடர்ந்து உள்ளடக்கிய ஒரு வளரும் செயல்முறையாகும். 

எனவே, இந்தப் பதிப்பில் வெளியிடப்பட்ட முடிவுகள் மற்றும் தரவரிசைகள் முந்தைய பதிப்புகளுடன் நேரடியாக ஒப்பிட முடியாது, இருப்பினும் EPI, அதன் நுண்ணறிவுகளுடன், மாநிலங்கள் மற்றும் யூனியன் பிரதேசங்களின் குறிப்பிட்ட சவால்களை எதிர்கொள்வதற்கு பொருத்தமான கொள்கை மாற்றங்களில் தொடர்ந்து உதவ முயல்கிறது.

ஏற்றுமதி சுற்றுச்சூழல் அமைப்பு ஒரு மாநிலம்/யூடியில் உள்ள ஏற்றுமதி தொடர்பான உள்கட்டமைப்பு மற்றும் ஏற்றுமதியாளர்களுக்கு வழங்கப்படும் வர்த்தக ஆதரவுடன் கவனம் செலுத்துகிறது, மேலும் புதுமைகளை வளர்ப்பதற்காக மாநிலம்/யூடியில் ஆராய்ச்சி மற்றும் மேம்பாடுகளின் பரவலானது.

இது மாநிலங்கள்/யூனியன் பிரதேசங்களின் சாதனைகளை எடுத்துக்காட்டுகிறது மற்றும் போட்டி கூட்டாட்சியின் உணர்வை நிலைநிறுத்த மாநிலங்கள்/யூனியன் பிரதேசங்களில் சக-கற்றலை ஊக்குவிக்கிறது.

• பிப்ரவரி 2022 இல் நடந்த ரஷ்ய-உக்ரேனியப் போர் மீட்சியைக் குறைத்தது, தானியங்கள், எண்ணெய் மற்றும் இயற்கை எரிவாயு போன்ற துறைகளை பாதித்தது.
• பொருட்களின் வர்த்தகம் குறிப்பிடத்தக்க வளர்ச்சியைக் கண்டது, மேலும் சேவைகள் வர்த்தகம் 2021 ஆம் ஆண்டின் 4 ஆம் காலாண்டில் தொற்றுநோய்க்கு முந்தைய நிலைக்கு மீண்டது.

• ஏற்றுமதி தயார்நிலைக் குறியீடு அறிக்கை 2022 / EXPORT PREPAREDNESS INDEX (EPI) REPORT 2022: உலகளாவிய மந்தநிலை இருந்தபோதிலும், 2021-22 இல் இந்தியாவின் ஏற்றுமதி முன்னோடியில்லாத வகையில் 675 பில்லியன் அமெரிக்க டாலர்களைத் தாண்டியது, பொருட்களின் வர்த்தகம் 420 பில்லியன் டாலர்களைக் கொண்டுள்ளது.
• 2022 நிதியாண்டில் வணிகப் பொருட்களின் ஏற்றுமதியின் மதிப்பு 400 பில்லியன் அமெரிக்க டாலர்களைத் தாண்டியது, இது அரசாங்கத்தால் நிர்ணயிக்கப்பட்ட லட்சிய இலக்காகும், இது மார்ச் 2022க்குள் 422 பில்லியன் டாலர்களை எட்டியது.

EXPORT PREPAREDNESS INDEX (EPI) REPORT 2022: NITI Aayog is releasing the third edition of Export Preparedness Index (EPI) for States/UTs of India for the year 2022 on July 17, 2023.

The report discusses India’s export performance amid the prevailing global trade context in FY22, followed by an overview of the country’s sector-specific export performance. The report further highlights the need to develop our districts as export hubs in the country and undertakes a district-level analysis of merchandise exports in the country.

EPI is a comprehensive tool which measures the export preparedness of the States and UTs in India. Exports are vital for simulating economic growth and development in a country, which necessitates understanding the factors which influence export performance. 

The index undertakes a comprehensive analysis of States and UTs across export-related parameters in order to identify their strengths and weaknesses. Developing the methodology for the index is an evolving process which constantly incorporates stakeholder feedback. 

Thus, the results and rankings published in this edition are not directly comparable to the previous editions, however EPI, with its insights, continues to seek to assist the States and UTs in driving policy changes which are relevant to address their specific challenges.

EPI assess the performance of the States and UTs across four pillars – Policy, Business Ecosystem, Export Ecosystem, and Export Performance. Each pillar is composed of sub-pillars, which in turn capture a state’s performance using relevant indicators.

Policy Pillar evaluates states and UTs’ performance based on its adoption of export-related policy ecosystem at a state and district level as well as the institutional framework surrounding the ecosystem.
Business Ecosystem assesses the prevailing business environment in a state/UT, along with the extent of business-supportive infrastructure, and a state/UTs’ transport connectivity.

Export Ecosystem focuses on the export-related infrastructure in a state/UT along with the trade support provided to the exporters, and the prevalence of Research and Development in the state/UT to foster innovation.

Export Performance is an output-based indicator which gauges the growth of a state’s export over the previous year and analyses its export concentration and footprint on the global markets. The report will be released by Vice Chairman, NITI Aayog

With its ranking and scorecards, the report aims to present a comprehensive picture of a states and UT’s export preparedness. It also highlights the achievements of states/UTs and encourages peer-learning among the states/UTs to uphold the spirit of competitive federalism. 

By improving collaboration among states, and between state and Centre, India can aspire to achieve sustained economic growth and leverage its heterogeneity to foster development at national and sub-national levels.       

Key Highlights of the EPI 2022

• EXPORT PREPAREDNESS INDEX (EPI) REPORT 2022: Tamil Nadu has topped in EPI 2022, followed by Maharashtra and Karnataka.
• Gujarat, which held the top position in EPI 2021 (released in 2022) has been pushed to the fourth slot in EPI 2022.
• Tamil Nadu's performance in terms of export performance indicators, including the value of exports, export concentration, and global market footprint, contributed to its top ranking.
• It has been a consistent leader in sectors such as automotive, leather, textiles, and electronic goods.
• Uttarakhand secured the top position among hilly/Himalayan states in the EPI 2022. It is followed by Himachal Pradesh, Manipur, Tripura, Sikkim, Nagaland, Meghalaya, Arunachal Pradesh, and Mizoram.
• Haryana topped the chart among the landlocked regions, indicating its preparedness for exports. It was followed by Telangana, Uttar Pradesh, Punjab, Madhya Pradesh, and Rajasthan.
• Among union territories and small states, Goa ranked first in the EPI 2022. Jammu and Kashmir, Delhi, Andaman and Nicobar Islands, and Ladakh secured the second, third, fourth, and fifth positions, respectively.
• Global trade in 2021 showed signs of recovery from the Covid-19. Factors like increased demand for goods, fiscal policies, vaccine distribution, and easing of restrictions contributed to a 27% increase in merchandise trade and a 16% increase in services trade compared to the previous year.
• The Russo-Ukrainian war in February 2022 slowed down the recovery, impacting sectors like grain, oil, and natural gas. Trade in goods saw significant growth, and services trade recovered to pre-pandemic levels by Q4 2021.

India’s Export Trends

• EXPORT PREPAREDNESS INDEX (EPI) REPORT 2022: Despite global slowdown, India’s exports in 2021-22 crossed an unprecedented USD 675 Billion, with trade in goods accounting for USD 420 billion.
• The value of merchandise exports crossed USD 400 billion in FY2022, an ambitious goal set by the government, reaching up to USD 422 billion by March 2022.
