இந்தியா ஸ்மார்ட் சிட்டி விருதுகள் போட்டி (ISAC) 2022 / INDIAN SMART CITIES AWARDS 2023

ஸ்மார்ட் சிட்டிஸ் மிஷன் 25 ஜூன் 2015 அன்று தொடங்கப்பட்டது, 'ஸ்மார்ட் தீர்வுகள்' பயன்பாட்டின் மூலம் அவர்களின் குடிமக்களுக்கு முக்கிய உள்கட்டமைப்பு, சுத்தமான மற்றும் நிலையான சூழல் மற்றும் ஒழுக்கமான வாழ்க்கைத் தரத்தை வழங்குவதை நோக்கமாகக் கொண்டது. 

நாட்டில் நகர்ப்புற வளர்ச்சியின் நடைமுறையில். SCM இன் கீழ் முன்மொழியப்பட்ட மொத்த திட்டங்களில், ₹1,10,635 கோடி மதிப்பிலான 6,041(76%) திட்டங்கள் முடிக்கப்பட்டுள்ளன, மீதமுள்ள ₹60,095 கோடி மதிப்பிலான 1,894 திட்டங்கள் 30 ஜூன் 2024க்குள் முடிக்கப்படும்.

அனைத்து 100 ஸ்மார்ட் நகரங்களிலும் செயல்படும் ஒருங்கிணைந்த கட்டளை மற்றும் கட்டுப்பாட்டு மையங்கள் (ICCC) இந்த பணியில் அடையப்பட்ட மிகவும் குறிப்பிடத்தக்க மைல்கல் ஆகும். 

இந்த ICCCகள் நகர நிர்வாகத்திற்கான தொழில்நுட்பத்தைப் பயன்படுத்தி, நகர செயல்பாடுகளுக்கு மூளை மற்றும் நரம்பு மண்டலமாக வேலை செய்கின்றன. குற்ற கண்காணிப்பு, குடிமக்களின் பாதுகாப்பு மற்றும் பாதுகாப்பு, போக்குவரத்து மேலாண்மை, திடக்கழிவு மேலாண்மை, நீர் வழங்கல், பேரிடர் மேலாண்மை போன்ற பல்வேறு துறைகளில் நகர்ப்புற சேவைகள் கணிசமாக மேம்பட்டுள்ளன.

100 ஸ்மார்ட் சிட்டிகள் இயக்கம், ஆற்றல், நீர், சுகாதாரம், திடக்கழிவு மேலாண்மை, துடிப்பான பொது இடங்கள், சமூக உள்கட்டமைப்பு, ஸ்மார்ட் ஆளுமை போன்ற பல்வேறு துறைகளில் திட்டங்களை எடுத்துள்ளன. 

உதாரணமாக, ஸ்மார்ட் மொபிலிட்டியில், 1,174 திட்டங்கள் ₹ மதிப்பில் முடிக்கப்பட்டுள்ளன. 24,047 கோடி மற்றும் 434 திட்டங்கள் ₹ 15,940 கோடி மதிப்பில் நடந்து வருகின்றன. 

ஸ்மார்ட் எனர்ஜியில் 573 திட்டங்கள் முடிக்கப்பட்டு 94 பணிகள் நடந்து வருகின்றன. நீர் வழங்கல், சுகாதாரம் மற்றும் சுகாதாரம் (WASH) ஆகியவற்றில், ₹ 34,751 கோடி மதிப்பில் 1,162 திட்டங்கள் முடிக்கப்பட்டுள்ளன, மேலும் ₹ 18,716 கோடி மதிப்பிலான 333 திட்டங்கள் நடந்து வருகின்றன. 

100 ஸ்மார்ட் நகரங்கள் ஏற்கனவே ₹ 6,403 கோடி மதிப்பில் 1,063 பொது இடங்களை உருவாக்கியுள்ளன, மேலும் ₹ 5,470 கோடி மதிப்பிலான 260 திட்டங்கள் நடந்து வருகின்றன. மேலும், ₹ 8,228 கோடி மதிப்பிலான 180 பொதுத் தனியார் கூட்டாண்மை (பிபிபி) திட்டங்கள் முடிக்கப்பட்டுள்ளன. 

மேலும் 27 பணிகள் நடைபெற்று வருகின்றன. சந்தை மறுவடிவமைப்பு மற்றும் தொடக்க அடைகாக்கும் மையங்கள் போன்ற பொருளாதார உள்கட்டமைப்பு தொடர்பான 652 திட்டங்கள் முடிக்கப்பட்டுள்ளன. 

மேலும் 267 திட்டங்கள் நடந்து வருகின்றன. சமூக உள்கட்டமைப்புத் துறையில் (சுகாதாரம், கல்வி, வீட்டுவசதி போன்றவை), 679 திட்டங்கள் முடிக்கப்பட்டுள்ளன, 153 செயல்பாட்டில் உள்ளன.

இந்திய ஸ்மார்ட் சிட்டிஸ் விருது போட்டி (ISAC) இந்திய அரசின் வீட்டுவசதி மற்றும் நகர்ப்புற விவகார அமைச்சகத்தின் ஸ்மார்ட் சிட்டிஸ் மிஷனின் கீழ் ஏற்பாடு செய்யப்பட்டுள்ளது. 

மிஷனின் கீழ் தொடங்கப்பட்ட முக்கியமான நடவடிக்கைகளில் இதுவும் ஒன்றாகும், முன்னோடி நகர உத்திகள், திட்டங்கள் மற்றும் யோசனைகள் முன்மாதிரியான செயல்திறனை வழங்குவதற்கும், சக-பியர் கற்றலை செயல்படுத்துவதற்கும், சிறந்த நடைமுறைகளைப் பரப்புவதற்கும் அங்கீகரிக்கப்பட்டுள்ளன. 

100 ஸ்மார்ட் நகரங்களில் நிலையான வளர்ச்சியை ஊக்குவிக்கும் நகரங்கள், திட்டங்கள் மற்றும் புதுமையான யோசனைகளை ISAC அங்கீகரித்து வெகுமதி அளிக்கிறது, அத்துடன் அனைவரையும் உள்ளடக்கிய, சமமான, பாதுகாப்பான, ஆரோக்கியமான மற்றும் கூட்டு நகரங்களைத் தூண்டுகிறது, இதனால் அனைவரின் வாழ்க்கைத் தரத்தையும் மேம்படுத்துகிறது.

கடந்த காலத்தில், ISAC ஆனது 2018, 2019 மற்றும் 2020 ஆம் ஆண்டுகளில் மூன்று பதிப்புகளைக் கண்டுள்ளது. ISAC இன் நான்காவது பதிப்பு ஏப்ரல் 2022 இல் சூரத்தில் நடந்த ‘ஸ்மார்ட் சிட்டிஸ்-ஸ்மார்ட் நகரமயமாக்கல்’ நிகழ்வின் போது தொடங்கப்பட்டது. 

ISAC 2022 விருது இரண்டு-நிலை சமர்ப்பிப்பு செயல்முறையை உள்ளடக்கிய 'தகுதி நிலை', நகரின் செயல்திறன் பற்றிய ஒட்டுமொத்த மதிப்பீட்டை உள்ளடக்கியது மற்றும் 'முன்மொழிவு நிலை' ஆகியவை ஆறு விருது வகைகளுக்கு ஸ்மார்ட் நகரங்கள் தங்கள் பரிந்துரைகளை பின்வருமாறு சமர்ப்பிக்க வேண்டும்:

• திட்ட விருதுகள்: 10 வெவ்வேறு கருப்பொருள்கள்,
• புதுமை விருதுகள்: 2 வெவ்வேறு கருப்பொருள்கள்,
• தேசிய/மண்டல நகர விருதுகள்,
• மாநில விருதுகள்,
• UT விருது, மற்றும்
• கூட்டாளர் விருதுகள், 3 வெவ்வேறு கருப்பொருள்கள்

ISAC 2022க்கு தகுதி பெற்ற 80 ஸ்மார்ட் நகரங்களில் இருந்து மொத்தம் 845 பரிந்துரைகள் பெறப்பட்டன. இந்த பதிவுகள் 5 நிலைகளில் மதிப்பீடு செய்யப்பட்டன. முதல் கட்டத்தில், 845 முன்மொழிவுகளின் முன் திரையிடல் மேற்கொள்ளப்பட்டது. 

50% (423 முன்மொழிவுகள்) அடுத்த கட்டத்திற்கு நகர்ந்தன. இரண்டாவது கட்டத்தில், ஒவ்வொரு விருதுப் பிரிவிற்கும் சிறந்த 12 முன்மொழிவுகள் தேசிய நகர்ப்புற விவகாரக் கழகத்தின் (NIUA) நடுவர் மன்றத்தால் அடையாளம் காணப்பட்டன. 

மூன்றாவது கட்டத்தில், ஒவ்வொரு முன்மொழிவு ஆதரவாளரும் பாட வல்லுநர்கள் குழுவிற்கு ஒரு விளக்கக்காட்சியை அளித்தனர், இது சிறந்த 6 முன்மொழிவுகளைத் தேர்ந்தெடுக்க வழிவகுத்தது. 

இறுதியாக, நான்காவது கட்டத்தில், முதல் 6 முன்மொழிவுகள் MoHUA இயக்குநர்கள் தலைமையிலான நடுவர் மன்றத்திற்கு விரிவான விளக்கத்தை அளித்தன. இந்த நான்காவது கட்டத்திற்குப் பிறகு, ஸ்மார்ட் சிட்டிஸ் மிஷனின் உச்சக் குழுவால் ஒவ்வொரு விருது வகைக்கும் முதல் 3 பரிந்துரைகள் அடையாளம் காணப்பட்டுள்ளன. 

ஐந்து விருதுகள் பிரிவுகளின் கீழ் பெறப்பட்ட மொத்த 845 விண்ணப்பங்களில், 66 இறுதி வெற்றியாளர்கள் அடையாளம் காணப்பட்டுள்ளனர் - 35 திட்ட விருது, 6 கண்டுபிடிப்பு விருது, 13 தேசிய/மண்டல நகர விருது, 5 மாநில/UT விருது மற்றும் 7 பங்குதாரர் விருது பிரிவுகளில். 66 வெற்றியாளர்களின் இறுதிப் பட்டியல் இணைப்பு 1 இல் உள்ளது.

ISAC 2022 விருதுகளை வென்றவர்களை 2023 செப்டம்பர் 27 அன்று மத்தியப் பிரதேசத்தின் இந்தூரில் மாண்புமிகு குடியரசுத் தலைவர் பாராட்டுவார்.

முக்கிய சிறப்பம்சங்கள்

இந்தியாவின் சிறந்த ஸ்மார்ட் சிட்டியாக இந்தூர் (மத்தியப் பிரதேசம்) உருவெடுத்துள்ளது, அதைத் தொடர்ந்து சூரத் (குஜராத்) மற்றும் ஆக்ரா (உத்தரப் பிரதேசம்) ஆகியவை உள்ளன. 

நகர்ப்புற நகர்வு, திடக்கழிவு மேலாண்மை, நீர் வழங்கல், சுகாதாரம், குடிமக்கள் ஈடுபாடு, சமூக நலன் மற்றும் நகர்ப்புற நிர்வாகம் ஆகியவற்றில் இந்தூர் அதன் முன்முயற்சிகளுக்காகப் பாராட்டப்பட்டது. செப்டம்பர் 27 அன்று இந்தூரில் விருது வழங்கும் விழா நடைபெறவுள்ளது, இதில் வெற்றி பெற்றவர்களை ஜனாதிபதி திரௌபதி முர்மு பாராட்டுவார்.

மத்தியப் பிரதேசம் ஸ்மார்ட் சிட்டிஸ் மிஷனில் முன்மாதிரியான செயல்திறனுக்கான சிறந்த மாநிலமாகத் தேர்ந்தெடுக்கப்பட்டுள்ளது, அதன் நான்கு நகரங்கள் - இந்தூர், போபால், குவாலியர் மற்றும் ஜபல்பூர் - பல்வேறு பிரிவுகளில் விருதுகளை வென்றுள்ளன. தமிழகம் இரண்டாவது சிறந்த மாநிலமாகும். ராஜஸ்தான் மற்றும் உத்தரபிரதேசம் கூட்டாக மூன்றாவது இடத்தில் உள்ளன.

நகர்ப்புற திட்டமிடல், பசுமை இயக்கம், மின்-ஆளுமை, ஸ்மார்ட் கல்வி மற்றும் சுகாதாரப் பாதுகாப்பு ஆகியவற்றில் செய்த சாதனைகளுக்காக, சண்டிகர் சிறந்த யூனியன் பிரதேசத்திற்கான விருதை வென்றுள்ளது.

ISAC 2022 விருது சமூக அம்சங்கள், நிர்வாகம், கலாச்சாரம் மற்றும் பொருளாதாரம், நகர்ப்புற சூழல், போக்குவரத்து மற்றும் நடமாட்டம், நீர் மற்றும் சுகாதாரம் ஆகிய ஆறு பிரிவுகளைக் கொண்டிருந்தது. 

நகர்ப்புற மேம்பாடு தொடர்பான பல்வேறு துறைகளைச் சேர்ந்த நிபுணர்களை உள்ளடக்கிய ஒரு சுயாதீன நடுவர் குழு வெற்றியாளர்களைத் தேர்ந்தெடுத்தது.

ISAC விருதுகள் 100 நகரங்களை நிலையான மற்றும் வாழக்கூடிய நகர்ப்புற மையங்களாக மாற்றுவதற்காக 2015 இல் தொடங்கப்பட்ட ஸ்மார்ட் சிட்டிஸ் மிஷனின் வெற்றிக் கதைகளை காட்சிப்படுத்துவதை நோக்கமாகக் கொண்டுள்ளது. 

நகர்ப்புற வளர்ச்சியில் குடிமக்கள் பங்கேற்பு, தொழில்நுட்ப ஒருங்கிணைப்பு, புதுமை மற்றும் ஒருங்கிணைப்பு ஆகியவற்றை ஊக்குவிப்பதில் இந்த பணி கவனம் செலுத்துகிறது.

ISAC விருதுகள் மற்ற நகரங்களை சிறந்த நடைமுறைகளிலிருந்து கற்றுக் கொள்ளவும், அவற்றை அவற்றின் சூழல்களில் பிரதிபலிக்கவும் ஊக்குவிக்கின்றன. இந்த விருதுகள் ஸ்மார்ட் நகரங்களில் சிறந்து விளங்கும் மற்றும் புதுமையின் கலாச்சாரத்தை வளர்க்கும் மற்றும் அவர்களின் குடிமக்களின் வாழ்க்கைத் தரத்தில் நேர்மறையான தாக்கத்தை உருவாக்கும் என்று எதிர்பார்க்கப்படுகிறது.

Smart Cities Mission launched on 25 June 2015, is aimed at providing core infrastructure, clean and sustainable environment and a decent quality of life to their citizens through the application of ‘smart solutions’.

It is a transformational mission aimed to bring about a paradigm shift in the practice of urban development in the country. Of the total proposed projects under SCM, 6,041(76%) projects worth ₹1,10,635 crore have been completed and the remaining 1,894 projects worth ₹60,095 crore will be completed by 30 June 2024.

Most notable milestone achieved in the Mission has been, the Integrated Command and Control Centers (ICCC) which is operational in all 100 Smart Cities. These ICCCs work as the brain and nervous system for city operations, using technology for urban management. 

The urban services have significantly improved in diverse fields like crime tracking, safety & security of citizens, transport management, solid waste management, water supply, disaster management etc.

100 Smart Cities have taken up projects across diverse sectors related to mobility, energy, water, sanitation, solid waste management, vibrant public spaces, social infrastructure, smart governance, etc. 

For instance, in smart mobility, 1,174 projects have been completed worth ₹ 24,047 crore and another 434projects are ongoing worth ₹ 15,940 crore. In smart energy, 573 projects have been completed and 94 are ongoing. 

In Water Supply, Sanitation and Hygiene (WASH), more than 1,162 projects have been completed worth ₹ 34,751 crore and another 333projects worth ₹ 18,716 crore are ongoing. 100 Smart cities have already developed more than 1,063 public spaces worth ₹ 6,403 crore and another 260 projects worth ₹ 5,470 crore are ongoing. 

Further, 180 Public Private Partnership (PPP) projects worth ₹ 8,228 crore have been completed and another 27 are ongoing. 652 projects have been completed related to economic infrastructure such as market redevelopment and start-up incubation centers and another 267 projects are ongoing. In social infrastructure sector (health, education, housing etc.), 679 projects have been completed and 153 are ongoing.

The India Smart Cities Award Contest (ISAC) is organized under the Smart Cities Mission, Ministry of Housing and Urban Affairs, Government of India. This is one of the important activities initiated under the Mission, where pioneering city strategies, projects and ideas are recognized to award the exemplary performance, enable peer-peer learning and disseminate best practices. 

The ISAC recognizes and reward the cities, projects and innovative ideas that are promoting sustainable development across the 100 smart cities, as well as stimulating inclusive, equitable, safe, healthy and collaborative cities, thus enhancing quality of life for all.

In the past, the ISAC has witnessed three editions in 2018, 2019 and 2020. The fourth edition of the ISAC was launched in April 2022 during the ‘Smart Cities-Smart Urbanization’ event in Surat. 

The ISAC 2022 award had a two-stage submission process consisting of ‘Qualifying Stage’, which involved overall assessment of the city’s performance, and the ‘Proposal Stage’ which required the smart cities to submit their nominations for six award categories as follows:

• Project Awards: 10 different themes,
• Innovation Awards: 2 different themes,
• National/Zonal City Awards,
• State Awards,
• UT Award, and
• Partners Awards, 3 different themes

A total of 845 nominations were received for ISAC 2022 from 80 qualifying smart cities. These entries were evaluated in 5 stages. In the first stage, a pre-screening of the 845 proposals was carried out. 50% (423 proposals) moved to the next stage. 

In the second stage, for each award category top 12 proposals were identified by a jury of the National Institute of Urban Affairs (NIUA). In the third stage, each proposal proponent made a presentation to a panel of subject experts, leading to selection of Top 6 proposals. 

Finally, in the fourth stage, top 6 proposals made an elaborate presentation to a jury headed by MoHUA directors and comprising subject matter experts. Post this fourth stage, top 3 proposals have been identified for each award category by the Apex Committee of Smart Cities Mission. 

Of the total 845 applications received under the five awards categories, 66 final winners have been identified – 35 in Project Award, 6 in Innovation Award, 13 in National/Zonal City Award, 5 in State/UT Award and 7 in Partner Award categories. The final list of 66winners is available in the Annexure 1.

The Hon’ble President of India will felicitate the winners of ISAC 2022 awards on 27th September 2023 at Indore, Madhya Pradesh.

Key Highlights

• Indore (Madhya Pradesh) has emerged as the best Smart City in India, followed by Surat (Gujarat) and Agra (Uttar Pradesh). Indore has been praised for its initiatives in urban mobility, solid waste management, water supply, sanitation, citizen engagement, social welfare and urban governance. Indore will host the award ceremony on September 27, where President Droupadi Murmu will felicitate the winners.
• Madhya Pradesh has been chosen as the top state for exemplary performance in the Smart Cities Mission, with four of its cities - Indore, Bhopal, Gwalior and Jabalpur - winning awards in various categories. Tamil Nadu is the second-best state. Rajasthan and Uttar Pradesh are jointly ranked third.
• Chandigarh has won the award for the best Union Territory, for its achievements in urban planning, green mobility, e-governance, smart education and health care.
• The ISAC 2022 award had six categories: Social Aspects, Governance, Culture and Economy, Urban Environment, Transportation and Mobility, Water and Sanitation. The winners were selected by an independent jury panel comprising experts from various fields related to urban development.
• The ISAC awards aim to showcase the success stories of the Smart Cities Mission, which was launched in 2015 to transform 100 cities into sustainable and livable urban centres. The mission focuses on promoting citizen participation, technology integration, innovation and convergence in urban development.
• The ISAC awards seek to inspire other cities to learn from the best practices and replicate them in their contexts. The awards are expected to foster a culture of excellence and innovation among the smart cities and create a positive impact on the quality of life of their citizens.
