ஜெய்ப்பூரில் உள்ள ராஜஸ்தான் சர்வதேச மையத்தில் நடைபெறும் 2023-ம் ஆண்டுக்கான அகில இந்திய காவல்துறை தலைமை இயக்குநர்கள் (டிஜிபிக்கள்) / காவல்துறைத் தலைவர்கள் (ஐஜிக்கள்) மாநாட்டில் பிரதமர் மோடி கலந்து கொள்ளவுள்ளார்.

ஜனவரி 5 முதல் 7 வரை நடைபெறும் இந்த மூன்று நாள் மாநாட்டில் இணையவெளிக் குற்றங்கள், காவல்துறையில் தொழில்நுட்பம், பயங்கரவாத எதிர்ப்பில் நிலவும் சவால்கள், இடதுசாரி தீவிரவாதம், சிறைச் சீர்திருத்தங்கள் உள்ளிட்ட பல்வேறு காவல்துறை மற்றும் உள்நாட்டுப் பாதுகாப்புப் பிரச்சனைகள் குறித்து விவாதிக்கப்படும். மாநாட்டின் மற்றொரு முக்கிய அம்சமாக புதிய குற்றவியல் சட்டங்களை அமல்படுத்துவதற்கான செயல்திட்டம் குறித்து விரிவாக விவாதிக்கப்படவுள்ளது.

மேலும், செயற்கை நுண்ணறிவு, டீப்ஃபேக் எனும் உருமாற்றம் செய்தல் போன்ற புதிய தொழில்நுட்பங்களால் ஏற்படும் சவால்கள் மற்றும் அவற்றைக் கையாள்வதற்கான வழிமுறைகள் போன்ற காவல்துறை மற்றும் பாதுகாப்பில் எதிர்காலக் கருப்பொருள்கள் குறித்தும் இந்த மாநாடு விவாதிக்கும்.

உறுதியான நடவடிக்கை அம்சங்களை அடையாளம் காணவும், அவற்றின் முன்னேற்றத்தைக் கண்காணிக்கவும் இந்த மாநாடு ஒரு வாய்ப்பை வழங்குகிறது. இது ஒவ்வொரு ஆண்டும் பிரதமரின் முன் சமர்ப்பிக்கப்படவுள்ளது.

அடையாளம் காணப்பட்ட கருப்பொருள்கள் குறித்து மாவட்ட, மாநில மற்றும் தேசிய அளவிலான காவல்துறை மற்றும் உளவுத்துறை அதிகாரிகள் சம்பந்தப்பட்ட விரிவான கலந்துரையாடல்களின் உச்சகட்டமாக இந்த மாநாடு அமைந்துள்ளது.

மாநிலங்கள் மற்றும் யூனியன் பிரதேசங்களின் சிறந்த நடைமுறைகள் ஒவ்வொரு கருப்பொருளின் கீழும் மாநாட்டில் முன்வைக்கப்படும். இதனால் மாநிலங்கள் பரஸ்பரம் கற்றுக்கொள்ளவும், சிறந்த நடைமுறைகளைப் பகிர்ந்துகொள்ளவும் முடியும் என தெரிவிக்கப்பட்டுள்ளது.

கடந்த 2014ஆம் ஆண்டு முதல், காவல்துறை தலைமை இயக்குநர்கள் மாநாட்டில் பிரதமர் மோடி அதிக ஆர்வம் காட்டி வருகிறார். மாநாட்டின் அனைத்து முக்கிய அமர்வுகளிலும் அவர் பங்கேற்கிறார். அனைத்து உள்ளீடுகளையும் பொறுமையாகக் கேட்பது மட்டுமின்றி, புதிய யோசனைகள் வருவதற்காக சுதந்திரமான விவாதங்களை பிரதமர் மோடி ஊக்குவிக்கிறார்.

இந்த ஆண்டு மாநாட்டில் காலை உணவு, மதிய உணவு மற்றும் இரவு உணவு குறித்த கருப்பொருள் விவாதங்களுக்கும் திட்டமிடப்பட்டுள்ளது. நாட்டை பாதிக்கும் முக்கிய காவல்துறை மற்றும் உள்நாட்டுப் பாதுகாப்புப் பிரச்சனைகள் குறித்து மூத்தக் காவல்துறை அதிகாரிகள் தங்கள் கருத்துக்களையும், பரிந்துரைகளையும் பிரதமரிடம் பகிர்ந்து கொள்ளவும் இதில் வாய்ப்பு கிடைக்கும்.

2014ஆம் ஆண்டு முதல் நாடு முழுவதும் வருடாந்திர டிஜிபிக்கள் மாநாடுகளை ஏற்பாடு செய்வதையும் பிரதமர் ஊக்குவித்து வருகிறார். இந்த மாநாடு 2014ஆம் ஆண்டு கவுகாத்தியில் நடைபெற்றது. கடந்த 2023 ஆம் ஆண்டில் டெல்லியின் புசாவில் உள்ள தேசிய வேளாண் அறிவியல் வளாகத்தில் நடைபெற்றது. இந்த ஆண்டு ராஜஸ்தான் மாநிலம் ஜெய்ப்பூரில் மாநாடு நடத்தப்படுகிறது.

இந்த மாநாட்டில் மத்திய உள்துறை அமைச்சர், தேசிய பாதுகாப்பு ஆலோசகர், உள்துறை இணை அமைச்சர், கேபினட் செயலாளர், மத்திய அரசின் மூத்த அதிகாரிகள், மாநிலங்கள் / யூனியன் பிரதேசங்களின் டிஜிபி மற்றும் மத்திய ஆயுத போலீஸ் படைகள் மற்றும் மத்திய போலீஸ் அமைப்புகளின் தலைவர்கள் கலந்து கொள்கின்றனர்.

Prime Minister Modi will attend the 2023 All India Director Generals of Police (DGPs) / Chief Inspectors of Police (IGs) conference at the Rajasthan International Center in Jaipur.

The three-day conference from January 5 to 7 will discuss various policing and homeland security issues including cybercrime, technology in policing, challenges in counter-terrorism, left-wing extremism and prison reforms. Another important aspect of the conference will be a detailed discussion on the action plan for the implementation of the new criminal laws.

The conference will also discuss future themes in policing and security, such as the challenges posed by new technologies such as artificial intelligence, deepfaking, and methods to address them. The conference provides an opportunity to identify affirmative action areas and monitor their progress. It will be presented to the Prime Minister every year.

The conference was a culmination of extensive discussions involving police and intelligence officials at the district, state and national levels on identified themes. Best practices from States and Union Territories will be presented at the conference under each theme. This will enable states to learn from each other and share best practices.

Since 2014, Prime Minister Modi has been showing great interest in the Conference of Director Generals of Police. He participates in all the important sessions of the conference. PM Modi not only patiently listens to all inputs, but also encourages free discussions to come up with new ideas.

This year's conference is also scheduled for breakfast, lunch and dinner themed discussions. It will provide an opportunity for senior police officers to share their views and recommendations with the Prime Minister on key police and internal security issues affecting the country.

The Prime Minister has also been promoting the organization of annual DGPs conferences across the country since 2014. This conference was held in Guwahati in 2014. Last year 2023 was held at National Agricultural Science Campus, Pusa, Delhi. This year the conference is being held in Jaipur, Rajasthan.

Union Home Minister, National Security Adviser, Minister of State for Home Affairs, Cabinet Secretary, senior officers of Central Government, DGP of States/Union Territories and Heads of Central Armed Police Forces and Central Police Organizations are participating in this conference.
