நாடு முழுவதும் மலிவான விலையில் மற்றும் அணுகக்கூடிய டிஜிட்டல் சேவைகளை பரப்புவதற்காக தொலைத் தொடர்புத் துறையின் (DoT) கீழ் உள்ள உலகளாவிய சேவை கடமை நிதி (USOF), பிரசார் பாரதி, டிஜிட்டல் வர்த்தகத்திற்கான திறந்த நெட்வொர்க் ஆகியவற்றுடன் முத்தரப்பு புரிந்துணர்வு ஒப்பந்தத்தில் கையெழுத்திட்டது.

யு.எஸ்.ஓ.எஃப்-ன் கீழ் பாரத்நெட் உள்கட்டமைப்பில் கிராமப்புற இந்தியாவிற்கான ஓடிடி மற்றும் இ- வணிக தளத்துடன் பிராட்பேண்ட் சேவைகளை இணைப்பதே இந்தப் புரிந்துணர்வு ஒப்பந்தத்தின் நோக்கம்.

பிரதமரின் தொலைநோக்குப் பார்வை மற்றும் டிஜிட்டல் கண்டுபிடிப்புகளுக்கு உகந்த சூழலை வளர்ப்பதற்கான அசைக்க முடியாத உறுதிப்பாடு, கிராமப்புற இந்தியாவை மேம்படுத்துவதற்காக இணைப்பு, உள்ளடக்கம் மற்றும் வர்த்தகத்தை ஒருங்கிணைக்கும் இந்தப் புரிந்துணர்வு ஒப்பந்தம் உண்மையிலேயே தனித்துவமான ஒத்துழைப்புக்கு அடித்தளமாக உள்ளது.

தொலைத் தொடர்புத் துறை செயலாளர் டாக்டர் நீரஜ் மிட்டல் திரு நீரஜ் வர்மா, நிர்வாகி, யு.எஸ்.ஓ.எஃப்; திரு கோஷி, நிர்வாக இயக்குநர் மற்றும் தலைமை நிர்வாக அதிகாரி, ஓ.என்.டி.சி, திரு ஏ.கே.ஜா, பிளாட்ஃபார்ம்ஸ், பிரசார் பாரதி மற்றும் தொலைத் தொடர்புத் துறையின் இணைச் செயலாளர் திரு சுனில் குமார் வர்மா ஆகியோர் முன்னிலையில் இந்தப் புரிந்துணர்வு ஒப்பந்தம் கையெழுத்தானது.

நாட்டில் உள்ள கிராமப் பஞ்சாயத்துகள் மற்றும் கிராமங்களில் அதிவேக அகண்ட அலைவரிசை மற்றும் மொபைல் இணைப்புகளை செயல்படுத்துவதில் யு.எஸ்.ஓ.எஃப் முக்கிய பங்கு வகிக்கிறது.

இந்த புரிந்துணர்வு ஒப்பந்தம் பிரசார் பாரதி ஓடிடி சேவை, லைவ் டிவி மற்றும் தேவைக்கேற்ப உள்ளடக்கம் உள்ளிட்ட சேவைகளைச் செயல்படுத்தும், அதே நேரத்தில் யுஎஸ்ஓஎப் கிராமப்புற மற்றும் தொலைதூர பகுதிகளில் திறமையான மற்றும் அதிவேக பிராட்பேண்ட் சேவைகளை உறுதி செய்யும்.

தேசிய பொது சேவை ஒளிபரப்பாளரான பிரசார் பாரதி, இணையற்ற பாரம்பரிய உள்ளடக்கம் ஆகியவற்றுடன், அதன் ஓடிடி தளத்தில் இயங்கும் உள்ளடக்கத்தை ஆதாரமாகக் கொண்டு தயாரிப்பில் ஈடுபடும்.

டிஜிட்டல் உள்கட்டமைப்பில் முன்னணி வகிக்கும் டிஜிட்டல் வர்த்தகத்திற்கான திறந்த வலையமைப்பு (ONDC), தயாரிப்புகள் மற்றும் சேவைகளில் டிஜிட்டல் வர்த்தகத்தை செயல்படுத்துவதில் தொழில்நுட்ப நிபுணத்துவம் மற்றும் தேவையான கட்டமைப்பை வழங்கும். கல்வி, சுகாதாரம், பயிற்சி, கடன், காப்பீடு, விவசாயம் போன்ற பல சேவைகளுக்கும் இது விரிவுபடுத்தப்படும்.

Universal Service Obligation Fund (USOF) under Department of Telecommunications (DoT), signed a tripartite MoU with Prasar Bharati (under the Ministry of Information & Broadcasting) and Open Network for Digital Commerce (a Digital Public Infrastructure (DPI) initiative of Department for Promotion of Industry and Internal Trade, Ministry of Commerce & Industry) to proliferate affordable and accessible digital services across the country. 

The objective of the MoU is to bundle broadband services with OTT and e-commerce platform for the rural India riding on BharatNet infrastructure under the USOF.

The Prime Minister’s vision and unwavering commitment to foster a conducive environment for digital innovation underpins this truly unique collaboration synergizing connectivity, content and commerce to empower the rural India.

The MoU was signed in the presence of Dr Neeraj Mittal, Secretary (Telecom); Shri Niraj Verma, Administrator, USOF; Shri T Koshy, MD & CEO, ONDC, Shri A K Jha, ADG, Platforms, Prasar Bharati and Shri Sunil Kumar Verma, Joint Secretary, DoT.

The USOF has been instrumental in enabling highspeed broadband and mobile connections across Gram Panchayats (GPs) and villages in the country. This MoU will enable the bundled Prasar Bharati OTT as a service, including linear channels, Live TV and on-demand content, among the end consumers while USOF will ensure efficient and high-speed broadband services in rural and remote areas. 

The national public service broadcaster, Prasar Bharati, with an unparallel legacy content, consumer reach and brand recall, will source and produce content that will run on its OTT platform. 

In addition, the Open Network for Digital Commerce (ONDC), a leading player in digital infrastructure, will provide the technical expertise and necessary framework in enabling digital commerce in products & services. This will be expanded to cover more services like education, health, training, credit, insurance, agriculture amongst others.
