மண்ணுயிர் காத்து மன்னுயிர் காப்போம் திட்டம் / MANNUYIR KATHU MANNUYIR KAPPOM THITTAM: வேளாண்மைத் துறைக்கு அதிக முக்கியத்துவம் அளித்திடும் வகையில் தமிழ்நாட்டின் வரலாற்றில் முதல்முறையாக, வேளாண்மைத் துறைக்கென தனி நிதிநிலை அறிக்கை தாக்கல் செய்து, உழவர்களின் நலனை பேணும் வகையில் வேளாண்மைத் துறை என்ற பெயரினை வேளாண்மை - உழவர் நலத்துறை எனப் பெயர் மாற்றமும் செய்து, வேளாண் பெருமக்களின் வருவாயினை பன்மடங்காக உயர்த்திட கலைஞரின் அனைத்து கிராம ஒருங்கிணைந்த வேளாண் வளர்ச்சித் திட்டம், முதலமைச்சரின் மானாவாரி நில மேம்பாட்டு இயக்கம் போன்ற பல்வேறு திட்டங்களை தமிழ்நாடு அரசு செயல்படுத்தி வருகிறது.

பசுந்தாள் உர விதைகளை விவசாயிகளுக்கு விநியோகம் செய்யும் “முதலமைச்சரின் மண்ணுயிர் காத்து மன்னுயிர் காப்போம் திட்டம்” வேளாண்மை - உழவர் நலத்துறையின் 2024-25 ஆம் ஆண்டிற்கான நிதிநிலை அறிக்கையில், தற்போது வேளாண்மையில் ஒரே பயிரைத் தொடர்ந்து சாகுபடி செய்வதாலும், மண்ணிலிருந்து சத்துகளை அதிகம் உறிஞ்சும் பயிர்களைச் சாகுபடி செய்வதாலும், மண்ணின் வளம் குறைந்து கொண்டே வருகிறது.

இதுதவிர, உற்பத்தி அதிகரிப்பிற்கென அதிக அளவில் இரசாயன உரங்கள், களைக்கொல்லிகள், பூச்சிக்கொல்லிகள் போன்றவற்றைப் பயன்படுத்துவதால் மண்ணிலுள்ள நுண்ணுயிர்களின் எண்ணிக்கை குறைந்து மண்வளமும், நலமும் குன்றியுள்ளன. 

எனவே, மண்வளத்தைப் பேணிக்காக்கவும், மக்கள் நலன் காக்கும் விதமான உயிர்ம வேளாண்மை போன்ற அனைத்து வேளாண் செய்முறைகளையும் ஊக்கப்படுத்திடவும் 2024-25 ஆம் ஆண்டில் 206 கோடி ரூபாயில், 22 இனங்களுடன் “முதலமைச்சரின் மண்ணுயிர் காத்து மன்னுயிர் காப்போம் திட்டம்” என்ற புதிய திட்டம் செயல்படுத்தப்படும் என்று அறிவிக்கப்பட்டது.

இத்திட்டத்தின் கீழ், முதல் இனமாக பசுந்தாள் உரவிதை விநியோகம் அறிவிக்கப்பட்டுள்ளது. பசுந்தாள் உரப் பயிர்கள் மூலம் மண்வளம் பேணிக்காக்கப்பட்டு, மண்ணில் வாழும் நுண்ணுயிர்கள் பாதுகாக்கப்பட்டு, உயிர்ம முறையில் மண்ணின் சத்துக்கள் அதிகரிக்கப்படும். இதனால் வேளாண் விளைபொருட்களின் தரம் மேம்பட்டு, மக்களின் நலம் பேணிக்காக்கப்படும்.

மண்ணில் வளர்ந்து, மண்ணிலே மக்கி, மண்ணின் வளம் பெருக்குவது “பசுந்தாளுரப் பயிர்கள்”. இதன் சாகுபடியை விவசாயிகளிடத்தில் ஊக்குவித்திட ஆயக்கட்டு மற்றும் இறவைப் பாசனப் பகுதிகளில் முதற்கட்டமாக 2024-25 ஆம் ஆண்டில் 2 இலட்சம் ஏக்கரில் 20 கோடி ரூபாய் மதிப்பில் இத்திட்டம் செயல்படுத்தப்பட உள்ளது.

அதன்படி, விவசாயிகளுக்கு “பசுந்தாளுர விதைகளை” தமிழ்நாடு முதலமைச்சர் வழங்கி, முதலமைச்சரின் மண்ணுயிர் காத்து மன்னுயிர் காப்போம் திட்டத்தினை தொடங்கி வைத்தார். இதன்மூலம் சுமார் 2 இலட்சத்திற்கும் மேலான விவசாயிகள் பயன்பெறுவர்.

MANNUYIR KATHU MANNUYIR KAPPOM THITTAM: For the first time in the history of Tamil Nadu to give more importance to the agriculture sector, a separate financial report has been submitted for the agriculture sector, and the name of the agriculture sector has been changed to agriculture-farmer welfare sector in order to protect the welfare of the farmers, and the all-village integrated agricultural development plan of the Chief Minister has been announced to increase the income of the farmers manifold. Tamil Nadu Government is implementing various schemes like Land Development Movement.

In the financial report for the year 2024-25 of the Agriculture-Farmer Welfare Department, “Chief Minister's Mannui Katu Mannuiur Kaapom Yojana” which distributes green manure seeds to the farmers, it is said that due to continuous cultivation of the same crop in agriculture and cultivation of crops that absorb more nutrients from the soil, the fertility of the soil is decreasing.

In addition, the use of chemical fertilizers, herbicides, pesticides etc. in large quantities to increase production has reduced the number of microorganisms in the soil, resulting in poor soil fertility and health. 

Therefore, it has been announced that a new scheme called "Prime Minister's Mannuiur Kathu Mannuiur Kappom Yojana" will be implemented in 2024-25 with 22 species at a cost of 206 crore rupees to maintain soil fertility and promote all agricultural practices such as bio-based agriculture for the benefit of the people.

Under this scheme, the distribution of green manure seed has been announced as the first species. Through green manure crops, soil fertility is maintained, soil micro-organisms are protected and soil nutrients are increased organically. This will improve the quality of agricultural produce and maintain the welfare of the people.

"Green crops" grow in the soil, decompose in the soil, and increase the fertility of the soil. To encourage its cultivation among the farmers, the scheme is to be implemented in the first phase of 2024-25 on 2 lakh acres in Ayakattu and Moravai irrigation areas at a cost of Rs 20 crore.

Accordingly, the Chief Minister of Tamil Nadu distributed "Pasundalura Seeds" to the farmers and launched the Chief Minister's Mannuiur Katu Mannuiur Kappom scheme. This will benefit more than 2 lakh farmers.
