இதையடுத்து பள்ளி, கல்லூரி மாணவர்களிடையே சாதி, இனப் பிரிவினைகள் இல்லாத ஒரு சூழ்நிலையை உருவாக்கிட மேற்கொள்ளவேண்டிய நடவடிக்கைகள் குறித்தும், அரசுக்கு ஆலோசனைகளை வழங்கிடவும் ஓய்வுபெற்ற நீதிபதி சந்துரு தலைமையில் ஒரு நபர் குழுவினை முதலமைச்சர் மு.க.ஸ்டாலின் அமைத்தார்.

ஓய்வு பெற்ற நீதிபதி சந்துரு, கல்வியாளர்கள், மாணவர்கள், பெற்றோர், சமூக சிந்தனையாளர்கள் என பல்வேறு தரப்பினரிடமிருந்தும் கருத்துக்களை கேட்டுப் பெற்றார். மேலும் நாங்குநேரியில் பாதிக்கப்பட்ட மாணவரிடமும், மதுரை, கோவை மாணவர்களிடம் கருத்துகளை கேட்டறிந்தார்.

பல்வேறுத் தரவுகளை உள்ளடக்கிய தனது ஆய்வறிக்கையை இறுதிச் செய்து, தலைமைச் செயலகத்தில் முதலமைச்சர் மு.க ஸ்டாலினிடம் அறிக்கையை சமர்பித்தார்.

தனது அறிக்கையில் முக்கியமாக, 20 பரிந்துரைகளை உடனடியாக நிறைவேற்ற வேண்டும் எனவும், மூன்று பரிந்துரைகளை நீண்டகாலத்தில் நிறைவேற்றலாம் எனவும் வகைப்படுத்தியுள்ளார்.

உடனடியாக நிறைவேற்ற வேண்டிய பரிந்துரைகளில், சாதி முறையீடுகளை கைவிடுதல், வகுப்பறைகளில் இருக்கை ஏற்பாடுகள், சாதிப் பெயர்கள் ரகசியமாக வைக்கப்பட வேண்டும் உள்ளிட்டவற்றை குறிப்பிட்டுள்ளார்.

அதன்படி, பள்ளிப் பெயர்களில் இருந்து "கள்ளர் மீட்பு" மற்றும் "ஆதி திராவிடர் நலன்" என்ற பெயர்களை நீக்கி, "அரசுப் பள்ளிகள்" என்று மட்டுமே குறிப்பிட வேண்டும்

அனைத்து பள்ளிகளும் ஒரே கூரையின் கீழ் கொண்டு வரும் வகையில் ஒருங்கிணைந்த கட்டுப்பாட்டின் கீழ் பள்ளிக் கல்வித்துறையின் சட்டத்தை உடனடியாக அமல்படுத்த வேண்டும்.

அனைத்து பள்ளிகளிலும் ஒவ்வொரு வகுப்பறையிலும் மாணவர்களுக்கான இருக்கை ஏற்பாடுகள் கண்டிப்பாக அகர வரிசைப்படி இருக்க வேண்டும்.

மாணவர்கள் கைகளில் எந்த வண்ண கயிறையும் அணிவதைத் தடை செய்யவும்; மோதிரங்கள், நெற்றி திலகம், மிதிவண்டிகளில் சாதியை குறிக்கும் வண்ணம் தீட்ட தடை விதிக்கவும்,

மாணவர்களின் வருகைப் பதிவேட்டில் அவர்களின் சாதி தொடர்பான விவரங்கள் எதுவும் இருக்கக்கூடாது என்று பரிந்துரைக்கப்பட்டுள்ளது.

செல்போன் பயன்பாட்டுக்கு தடை, அறநெறி வகுப்புகளை கட்டாயமாக்குதல், ஆலோசகர்கள் நியமனம், மாணவர் மனசு போன்ற பெயர் கொண்ட புகார் பெட்டி உள்ளிட்டவற்றை உடனடியாக நிறைவேற்றப்பட வேண்டியவை என ஓய்வுப்பெற்ற நீதிபதி சந்துரு பரிந்துரைத்துள்ளார்

மேலும், சமூக சேர்க்கை கொள்கையை செயல்படுத்த சிறப்பு சட்டம், ஆரம்பக் கல்வியில் உள்ளாட்சி அமைப்புகளின் கட்டுப்பாட்டை மேம்படுத்துதல், கல்வி நிறுவனங்களின் பெயரில் சாதி பெயர் சேர்க்கப்படாத வகையில், 1975 தமிழ்நாடு சங்கங்கள் பதிவு சட்டத்தை திருத்த வேண்டும் ஆகிய நீண்டகாலத்தில் நிறைவேற்றக்கூடிய பரிந்துரைகளும் முன்வைக்கப்பட்டுள்ளன.

A one-man committee headed by retired Justice Chanduru recommended to create an environment without caste and ethnic divisions among school and college students: In Nanguneri, Tirunelveli district, last year, a school student and his family were brutally beaten up by fellow students due to caste hatred, which shocked the entire Tamil Nadu.

Subsequently, Chief Minister M.K.Stalin set up a one-man committee under the leadership of retired Justice Chanduru to advise the government on the measures to be taken to create an environment without caste and ethnic divisions among school and college students.

Retired Justice Chanduru sought opinions from various quarters like academicians, students, parents and social thinkers. He also heard the views of the students affected in Nanguneri, Madurai and Coimbatore.

He finalized his thesis incorporating various data and submitted the report to Chief Minister M.K. Stalin at the Chief Secretariat.

Mainly in his report, he classified 20 recommendations that need to be implemented immediately and three recommendations that can be implemented in the long run.

Among the recommendations to be implemented immediately, he mentioned dropping of caste appeals, seating arrangement in classrooms, caste names should be kept secret.

Accordingly, the names "Criminal Recovery" and "Adi Dravidar Welfare" should be deleted from the names of the schools and only "Government Schools" should be mentioned.

The School Education Act should be implemented immediately under unified control to bring all schools under one roof.

The seating arrangement of students in every classroom in all schools should be strictly alphabetical.

Prohibit students from wearing any colored rope on their hands; Ban on rings, forehead tilak, caste markings on bicycles. It has been suggested that the attendance record of the students should not contain any details related to their caste.

Retired Justice Chanduru recommended immediate implementation of ban on cell phone use, compulsory ethics classes, appointment of counsellors, complaint box called student mind etc.

Further, long-term feasible recommendations such as a special law to implement the policy of social inclusion, improving the control of local bodies in primary education, amending the Tamil Nadu Societies Registration Act, 1975 so that caste names are not included in the names of educational institutions have also been put forward.
