மாநில கல்விக் கொள்கையை வகுக்க ஓய்வு பெற்ற நீதிபதி முருகேசன் தலைமையில் குழுவின் அறிக்கை / REPORT ON TAMILNADU NEW STATE EDUCATION POLICY BY RETIRED JUDGE MURUGESAN: மத்திய அரசு அறிமுகம் செய்துள்ள புதிய கல்விக் கொள்கையை ஏற்க மறுத்த தமிழ்நாடு அரசு, மாநில கல்விக் கொள்கையை வகுக்க ஓய்வு பெற்ற டெல்லி உயர்நீதிமன்ற நீதிபதி முருகேசன் தலைமையில் குழு அமைத்து உத்தரவிட்டது.

தமிழில் 600 பக்கங்களிலும், ஆங்கிலத்தில் 500 பக்கங்களிலும் தயாரிக்கப்பட்டுள்ள இந்த கொள்கையை, நீதியரசர் முருகேசன், முதலமைச்சர் மு.க.ஸ்டாலினிடம் வழங்கினார்.

முக்கிய அம்சங்கள்

• தமிழ், ஆங்கிலம் இருமொழிக் கொள்கையை கடைப்பிடிக்க வேண்டும்.
• பள்ளிக்கு முந்தைய வகுப்புகளில் சேர்க்கப்படும் குழந்தைகளுக்கு ஜூலை 31 ஆம் தேதியோடு 3 வயது முடிந்திருக்க வேண்டும்.
• ஒன்றாம் வகுப்பில் சேர்க்கப்படும் குழந்தைகளுக்கு ஜூலை 31 ஆம் தேதியோடு 5 வயது முடிந்திருக்க வேண்டும்.
• பள்ளிகளில் மாணவர் சேர்க்கைக்காக நுழைவுத் தேர்வுகள் நடத்தக்கூடாது.
• 10 ஆம் வகுப்பில்தான் பொதுத்தேர்வு நடத்த வேண்டும் எனவும், அதற்கு முன்னதாக எந்த வகுப்பிலும் பொதுத்தேர்வு நடத்தக் கூடாது.
• "ஸ்போக்கன் இங்கிலீஷ்" தவிர "ஸ்போக்கன் தமிழ்" மீது முதன்மையாக கவனம் செலுத்த வேண்டும்.
• உயர்கல்வியில் சேருவதற்கு நுழைவு தேர்வு நடத்தக் கூடாது.
• கல்லூரி சேர்க்கைக்கு 11 மற்றும் 12 ஆம் வகுப்பு மதிப்பெண்களை எடுத்துக் கொள்ள வேண்டும்.
• 11, 12 ஆம் வகுப்பு பாடங்களை பெயரளவுக்கு நடத்திவிட்டு, பிற நுழைவுத் தேர்வுகளுக்கு முக்கியத்துவம் அளிக்கும் பள்ளிகள் மீது நடவடிக்கை எடுக்க வேண்டும்.
• மாநில கல்வி கட்டண நிர்ணயக் குழு நிர்ணயிக்கும் கட்டணங்கள் சிபிஎஸ்இ பள்ளிகளுக்கும் பொருந்துவதை அரசு உறுதி செய்ய வேண்டும்.
• நீட் உள்ளிட்ட தேர்வுகளுக்கு பயிற்சி அளிக்கும் மையங்கள் மற்றும் தனியார் கல்வி நிலையங்கள் விளம்பரப் படுத்துவதை தடை செய்ய வேண்டும்.
• தேசிய கல்விக் கொள்கையில் குறிப்பிடப்பட்டுள்ளது போன்று, உயர் கல்வியிலிருந்து பாதியில் வெளியேறும் மாணவர்களுக்கு சான்றிதழ் வழங்கும் முறையை கடைப்பிடிக்கக் கூடாது.
• நீட் தேர்வை தமிழ்நாட்டில் ஒருபோதும் அனுமதிக்க கூடாது.
• உயர்கல்வி வகுப்புகளில் தேர்வுகளை புத்தகத்தின் உதவி கொண்டு எழுதுவதை (open book assessment) அனுமதிக்கலாம்.
• மாநில கல்விக் கொள்கை குழுவினர் வழங்கிய பரிந்துரைகளின் மீது அரசு கருத்து கேட்டு மேல் நடவடிக்கை மேற்கொள்ளப்படும் என எதிர்பார்க்கப்படுகிறது.

REPORT ON TAMILNADU NEW STATE EDUCATION POLICY BY RETIRED JUDGE MURUGESAN: The Tamil Nadu government, which refused to accept the new education policy introduced by the central government, set up a committee headed by retired Delhi High Court judge Murugesan to formulate the state education policy.

Justice Murugesan presented this policy, which is 600 pages in Tamil and 500 pages in English, to Chief Minister M.K.Stalin.

Key features

• Tamil and English bilingual policy should be followed.
• Children enrolled in pre-school classes must have completed 3 years of age by 31st July.
• Children admitted to Class 1 must have completed 5 years of age on 31st July.
• Schools should not hold entrance exams for admission.
• Public examination should be conducted in 10th class only and public examination should not be conducted in any class before that.
• Apart from "Spoken English" focus should be primarily on "Spoken Tamil".
• There should be no entrance examination for admission to higher education.
• 11th and 12th class marks should be taken for college admission.
• Action should be taken against schools which conduct 11th and 12th standard subjects nominally and give importance to other entrance exams.
• The government should ensure that the fees fixed by the State Fee Fixation Committee are also applicable to CBSE schools.
• Advertisements should be banned by coaching centers and private educational institutes for exams including NEET.
• As mentioned in the National Education Policy, the system of giving certificates to students who drop out of higher education should not be adopted.
• NEET should never be allowed in Tamil Nadu.
• Open book assessment may be allowed in higher education classes.
• It is expected that the government will seek feedback on the recommendations made by the State Education Policy Committee and take further action.
