The index assesses states' revenue collection, capital expenditure, debt sustainability and fiscal prudence, providing a comprehensive view of each state's economic health.

Best performers

NITI AAYOG FINANCIAL RESOURCE INDEX 2025: Among the best performing states, Odisha, Chhattisgarh, Goa, Jharkhand and Gujarat stand out for their strong fiscal management. These states excel in capital expenditure, investing around 4% of their Gross State Domestic Product (GSDP) in infrastructure and development.

This, coupled with effective non-tax revenue collection, has helped them maintain low interest payments - mostly around 7% of revenue receipts - while generating stable revenue surpluses.

Odisha topped the list with an index of 67.8. It is followed by Chhattisgarh and Goa at 2nd and 3rd positions respectively. Tamil Nadu is ranked 11th in the list with a fiscal resource index score of 29.2.

Leading states including Maharashtra, Uttar Pradesh, Telangana, Madhya Pradesh and Karnataka have shown strong performance in development expenditure, which accounts for approximately 73% of their total expenditure.

These states also demonstrated balanced fiscal management with a steady tax revenue growth trajectory and strong debt sustainability, as reflected by a debt-to-GSDP ratio of around 24%.

Performing States

NITI AAYOG FINANCIAL RESOURCE INDEX 2025: On the other hand, Tamil Nadu, Rajasthan, Bihar and Haryana, which are classified as performing states, have been able to focus on developmental expenditure, accounting for around 70% of total expenditure.

However, these states are struggling with rising debt levels and high interest payments, which now account for 16-20% of their revenue receipts. The rising debt burden in these states has raised concerns about long-term fiscal sustainability.

Ambition States
