PANCHAYAT DEVOLUTION INDEX REPORT 2025 / ஒன்றிய அரசின் ஊராட்சிகளின் அதிகாரப் பகிர்வு குறியீடு குறித்த ஆய்வறிக்கை 2025: இந்தியாவில் உள்ள மாநிலங்கள் ஊராட்சிகளின் அதிகாரப் பகிர்வு குறித்து இந்திய பொது நிர்வாக நிறுவனம் மேற்கொண்ட ஆய்வறிக்கையை மத்திய பஞ்சாயத்து ராஜ் துறை இணையமைச்சர் எஸ்.பி.சிங்பாகேல் டெல்லியில் வெளியிட்டார்.

ஒவ்வொரு மாநிலத்திலும் அரசியலமைப்பு அதிகாரங்களை நிறைவேற்றுவதற்கு ஊராட்சி அமைப்புகள் எந்தளவு பங்காற்றி உள்ளன என, மாநில அரசு தமது கட்டுப்பாட்டில் உள்ள வளங்களை உள்ளாட்சி அமைப்புகளுக்கு சரியாக பகிர்ந்தளிப்பதில் எவ்வளவு செயல்திறனை உடையதாக உள்ளது என இந்நிறுவனம் மதிப்பீடு செய்தது.

கட்டமைப்பு, செயல்பாடுகள், நிதி, பிரதிநிதிகள், திறன் மேம்பாடு, பொறுப்புடைமை ஆகிய குறியீட்டை அடிப்படையாக கொண்டு தரவரிசை பட்டியல் தயாரிக்கப்பட்டது.

அதன்படி, ஊராட்சிகளின் கடமைகள் மற்றும் பொறுப்புகளை செயல்படுத்தும் விதத்திலும் அதிகாரப் பகிர்வு அளித்து திட்டங்களை நடைமுறைப்படுத்தும் விதத்திலும் தமிழகம் முதலிடத்தில் உள்ளது.

ஒட்டுமொத்த குறியீட்டின்படி தமிழ்நாடு 3-வது இடத்தில் உள்ளது. திறன் மேம்பாடு, செயல்பாடுகள் ஆகியவற்றில் 2-வது இடத்தையும், நிதி பரிவர்த்தனையில் 3-வது இடத்தையும் பெற்றுள்ளது.

மற்ற மாநிலங்களோடு ஒப்பிடுகையில், ஊரக திட்டங்களில் தமிழக ஊராட்சிகளின் ஈடுபாடு மிக உயர்ந்த தரத்தில் உள்ளது என்பதை இந்த அறிக்கை எடுத்துக்காட்டுகிறது.

ஊரக உள்ளாட்சியில் பொறுப்பு வகிக்கும் பிரதிநிதிகள் மற்றும் அதிகாரிகளுக்கான பயிற்சியை நடத்துவதிலும் மாநிலம் சிறந்து விளங்குகிறது என்றும் 'பயிற்சி நிறுவனங்களின்' குறியீட்டில் மாநிலம் சிறப்பாக செயல்படுகிறது என்றும் அந்த அறிக்கை குறிப்பிடுகிறது.

PANCHAYAT DEVOLUTION INDEX REPORT 2025: The Indian Institute of Public Administration (IIP) has released a report on the devolution of power between panchayats in the states of India, released by Union Minister of State for Panchayat Raj S.P. Singhbaghel in Delhi.

The institute assessed the extent to which panchayats are contributing to the exercise of constitutional powers in each state and how effectively the state government is delegating the resources under its control to the local bodies.

The ranking list was prepared based on the following indices: structure, functions, finance, representation, capacity building and accountability.

Accordingly, Tamil Nadu ranks first in the way in which panchayats carry out their duties and responsibilities and in the way in which schemes are implemented by devolution of power. Tamil Nadu is ranked 3rd in the overall index. It ranks 2nd in capacity building and functions and 3rd in financial transactions.

The report highlights that compared to other states, the involvement of Tamil Nadu panchayats in rural projects is at a very high level. The report also notes that the state is excellent in conducting training for representatives and officials responsible for rural local government and that the state performs well in the 'Training Institutions' index.
