TAMILNADU BUDGET 2025 - 2026 / தமிழ்நாடு பட்ஜெட் 2025 - 2026: தமிழ்நாடு சட்டப்பேரவையின் இந்த ஆண்டின் முதல் கூட்டம் கடந்த ஜனவரி மாதம் 6-ம் தேதி கூடியது. அன்றைய தினம் ஆளுநர் ஆர்.என்.ரவி தனது உரையை புறக்கணித்து சென்றாலும், சபாநாயகர் மு.அப்பாவு தமிழில் வாசித்த ஆளுநர் உரை அவைக் குறிப்பில் ஏற்றப்பட்டது.
தொடர்ந்து 11-ம் தேதி வரை ஆளுநர் உரைக்கு நன்றி தெரிவிக்கும் தீர்மானத்தின் மீதான விவாதமும், முதலமைச்சர் மு.க.ஸ்டாலினின் பதில் உரையும் இடம்பெற்றது.
அத்துடன் தேதி குறிப்பிடாமல் சட்டசபை கூட்டம் ஒத்திவைக்கப்பட்டது. தமிழ்நாடு சட்டப்பேரவை இன்று (மார்ச் 14) மீண்டும் கூடியது. தொடர்ந்து, 2025-26ம் ஆண்டுக்கான பட்ஜெட்டை நிதி அமைச்சர் தங்கம் தென்னரசு தாக்கல் செய்தார்.
சுமார் 2.33 மணி நேரம் அமைச்சர் தங்கம் தென்னரசு பட்ஜெட் உரையாற்றினார். இந்த நிலையில், தமிழ்நாடு பட்ஜெட்டில் எந்தெந்த துறைக்கு எவ்வளவு நிதி ஒதுக்கீடு செய்யப்பட்டுள்ளது என்பது குறித்து பார்க்கலாம்.

மாநிலத்தின் சொந்த வரி வருவாய்
TAMILNADU BUDGET 2025 - 2026 / தமிழ்நாடு பட்ஜெட் 2025 - 2026: 2024-25 ஆம் ஆண்டின் வரவு-செலவுத் திட்ட மதிப்பீடுகளில் 1,95,173 கோடி ரூபாயாக மதிப்பிடப்பட்ட மாநிலத்தின் சொந்த வரி வருவாய், திருத்த மதிப்பீடுகளில் 1,92,752 கோடி ரூபாயாக மதிப்பிடப்பட்டுள்ளது.
2025-26 ஆம் ஆண்டிற்கான வரவு - செலவுத் திட்ட மதிப்பீடுகளில் மாநிலத்தின் சொந்த வரி வருவாய் 2,20,895 கோடி ரூபாயாக மதிப்பிடப்பட்டுள்ளது.
இது வணிகவரிகளின் கீழ் 1,63,930 கோடி ரூபாய், முத்திரைத்தாள் மற்றும் பத்திரப்பதிவுக் கட்டணங்களின் கீழ் 26,109 கோடி ரூபாய், வாகனங்கள் மீதான வரிகளின் கீழ் 13,441 கோடி ரூபாய் மற்றும் மாநில ஆயத்தீர்வையின் கீழ் 12,944 கோடி ரூபாய் வரி வருவாய் மதிப்பீடுகளை உள்ளடக்கியதாகும்.
மாநிலப் பொருளாதாரத்தில் ஏற்பட்டுள்ள வளர்ச்சி, வரி விகிதங்களில் மேற்கொள்ளப்பட்ட திருத்தங்கள், வரி வசூல் திறனில் முன்னேற்றம் ஆகியவற்றின் பலனாக மாநிலத்தின் சொந்த வரி வருவாய் 2025-26 ஆம் ஆண்டில் 14.60 சதவீத வளர்ச்சி பெறும் என மதிப்பிடப்பட்டுள்ளது.
மாநிலத்தின் சொந்த வரியல்லாத வருவாய்
TAMILNADU BUDGET 2025 - 2026 / தமிழ்நாடு பட்ஜெட் 2025 - 2026: 2024-25 ஆம் ஆண்டின் வரவு-செலவுத் திட்ட மதிப்பீடுகளில் 30,728 கோடி ரூபாயாக மதிப்பிடப்பட்ட மாநிலத்தின் சொந்த வரியல்லாத வருவாய் திருத்த மதிப்பீடுகளில் 28,124 கோடி ரூபாயாக மதிப்பிடப்பட்டுள்ளது.
2025-26 ஆம் ஆண்டின் வரவு-செலவுத் திட்ட மதிப்பீடுகளில் மாநிலத்தின் சொந்த வரியல்லாத வருவாய் 28,819 கோடி ரூபாயாக மதிப்பிடப்பட்டுள்ளது. ஒட்டுமொத்தமாக, 2025-26 ஆம் ஆண்டிற்கான வரவு-செலவுத் திட்ட மதிப்பீடுகளில் மாநிலத்தின் சொந்த வருவாய் மதிப்பீடான 249,713 கோடி ரூபாய் மொத்த வருவாய் வரவுகளில் 75.31சதவீதத்தைக் கொண்டிருக்கும்.
அரசின் பெருமுயற்சிகளால் மாநிலத்தின் சொந்த வரி வருவாய் உயர்ந்து வரும் அதே வேளையில், ஒன்றிய அரசிடமிருந்து வரப்பெறக்கூடிய உதவி மானியங்கள், ஒன்றிய வரிகளில் பங்கு ஆகியவை மொத்த வருவாய் சதவீதத்தில் குறைந்துகொண்டே வந்துள்ளன.
ஒன்றிய அரசிடமிருந்து பெறப்படும் உதவி மானியங்கள்
TAMILNADU BUDGET 2025 - 2026 / தமிழ்நாடு பட்ஜெட் 2025 - 2026: ஒன்றிய அரசு, ஒருங்கிணைந்த கல்வி இயக்கத்தின் கீழ் நிதியை விடுவிக்காமல் நிறுத்தி வைத்ததும், ஃபெஞ்சல் புயலால் பாதிக்கப்பட்ட தமிழ்நாட்டிற்கு தேசியப் பேரிடர் நிவாரண நிதியிலிருந்து நிதியை விடுவிக்க மறுத்ததும், மிக்ஜாம் புயல் மற்றும் தென் மாவட்டங்களில் ஏற்பட்ட பெருவெள்ளம் ஆகிய இரு தொடர் பேரிடர்களின் நிவாரணப் பணிகளுக்கு தேசியப் பேரிடர் நிவாரண நிதியிலிருந்து மிகச் சொற்பமான 276 கோடி ரூபாயை மட்டுமே விடுவித்ததும் மாநில அரசின் நிதிநிலையை வெகுவாகப் பாதித்துள்ளது.
2024-25 ஆம் ஆண்டிற்கான வரவு-செலவுத் திட்ட மதிப்பீடுகளில் 23354 கோடி ரூபாயாக மதிப்பிடப்பட்ட ஒன்றிய அரசிடமிருந்து பெறப்படும் உதவி மானியங்கள். திருத்த மதிப்பீடுகளில் 20,538 கோடி ரூபாயாக கணிசமான அளவிற்கு குறையும் என மதிப்பிடப்பட்டுள்ளது.
ஒருங்கிணைந்த கல்வி திட்டத்தின் முழு பங்குத்தொகையை ஒன்றிய அரசு வரும் நிதியாண்டில் விடுவிக்கும் எதிர்பார்த்து. ஒன்றிய அரசிடமிருந்து வரப்பெறக்கூடிய உதவி மானியங்கள் 2025-26 ஆம் ஆண்டிற்கான வரவு-செலவுத் திட்ட மதிப்பீடுகளில் 23,834 கோடி ரூபாயாக மதிப்பிடப்பட்டுள்ளது.
ஒட்டுமொத்தத்தில், மாநிலத்தின் மொத்த உள்நாட்டு உற்பத்தி மதிப்பில் ஒன்றிய அரசிடமிருந்து வரப்பெறக்கூடிய தொகைகளின் விகிதம். கடந்த சில ஆண்டுகளில் தொடர்ச்சியாகவும் மிக அதிக அளவிலும் வீழ்ச்சியடைந்து வரும் வேளையில் 2016-17 ஆம் ஆண்டில் 3.41 சதவீதத்திலிருந்து, 2024-25 ஆம் ஆண்டின் திருத்த மதிப்பீட்டில் 196 சதவீதமாக கணிசமாகக் குறைந்துள்ளது.
வருவாய் இழப்பு & நிதி பற்றாக்குறை
TAMILNADU BUDGET 2025 - 2026 / தமிழ்நாடு பட்ஜெட் 2025 - 2026: தற்போதைய மாநில மொத்த உள்நாட்டு உற்பத்தி மதிப்பில், இந்த 145 சதவீதம் குறைவினால் மாநில அரசிற்கு ஏற்படக்கூடிய 45,182 கோடி ரூபாய் இழப்பானது.
2024 - 25 ஆம் ஆண்டின் திருத்த மதிப்பீடுகளில் மதிப்பிடப்பட்டுள்ள நிதிப் பற்றாக்குறையில் ஏறத்தாழ 44, 43 சதவீதத்திற்கு சமமாகும்.
2024 - 25 ஆம் ஆண்டிற்கான வரவு-செலவுத் திட்ட மதிப்பீடுகளில் 299,009 கோடி ரூபாயாக மதிப்பிடப்பட்ட மொத்த வருவாய் வரவினங்கள். திருத்த மதிப்பீடுகளில் 293,906 கோடி ரூபாயாக மதிப்பிடப்பட்டுள்ளது. 2025-26 ஆம் ஆண்டில் மொத்த வருவாய் வரவினங்கள் 3.31569 கோடி ரூபாயாக மதிப்பிடப்பட்டுள்ளது.
இது, திருத்த மதிப்பீடுகளைவிட 12.81 சதவீதம் அதிகமாகும்.
கடன் விகிதம் : 26.43% மதிப்பிடப்பட்டுள்ளது.
செலவீனங்கள்
TAMILNADU BUDGET 2025 - 2026 / தமிழ்நாடு பட்ஜெட் 2025 - 2026: செலவினங்களைப் பொறுத்தவரை, 2024-25 ஆம் ஆண்டிற்கான வரவு-செலவுத் திட்ட மதிப்பீடுகளில் 3,48,289 கோடி ரூபாயாக மதிப்பிடப்பட்ட மொத்த வருவாய் செலவினங்கள், வளர்ச்சிப் பணிகள் சாரா செலவினங்கள் குறைந்ததன் காரணமாக, திருத்த மதிப்பீடுகளில் 3,40,374 கோடி ரூபாயாகக் குறைத்து மதிப்பிடப்பட்டுள்ளது.
2025-26 ஆம் ஆண்டிற்கான வரவு-செலவுத் திட்ட மதிப்பீடுகளில் மொத்த வருவாய் செலவினங்கள் 3,73,204 கோடி ரூபாயாக மதிப்பிடப்பட்டுள்ளது. இது, 2024-25 ஆம் ஆண்டிற்கான திருத்த மதிப்பீடுகளைவிட 9.65 சதவீதம் வளர்ச்சி கொண்டதாகும்.

அரசு கல்லூரியில் பயிலும் மாணவிகளுக்கு லேப்டாப்
அரசுக் கல்லூரியில் பயிலும் 20 லட்சம் கல்லூரி மாணவர்களுக்கு 2 ஆண்டுகளில் இலவச மடிக்கணினி கல்லூரி மாணவர்களுக்கு அவரவர் விரும்பும் வகையில் கைக்கணினி அல்லது மடிக்கணினி வழங்கப்படும்
இலங்கைத் தமிழர் நலன்
TAMILNADU BUDGET 2025 - 2026 / தமிழ்நாடு பட்ஜெட் 2025 - 2026: இலங்கைத் தமிழர் நலனில் தமிழ்நாடு அரசு அனைத்து நடவடிக்கைகளையும் முன்னெடுத்து வருகிறது.
அவர்களது கண்ணியமான வாழ்வினை உறுதி செய்யும் வகையில் 7469 வீடுகள் கட்டித்தருவதற்கான கட்டுமாணப்பணிகள் நடைபெற்று வருகிறது. இதன் அடுத்தக்கட்டமாக முகாம் வாழ் இலங்கைத் தமிழர்களுக்கு 3000 வீடுகள் ரூ.206 கோடி ரூபாய் மதிப்பீட்டில் கட்டித் தரப்படும்.
"மாநிலத்தின் சொந்த வரி வருவாய் வரும் நிதியாண்டில் 14.6%-ஆக, அதாவது ரூ.2.4 லட்சம் கோடியாக வளர்ச்சி பெறும்; நடப்பு ஆண்டில் ஒன்றிய அரசு வரியின் பங்கு ரூ.52,491 கோடியாக இருக்குமென கணிப்பு ஒன்றிய அரசு வழங்காததால் மாநில அரசின் நிதி நிலைமை வெகுவாக பாதித்து வருகிறது"
மின்பேருந்துகள்
TAMILNADU BUDGET 2025 - 2026 / தமிழ்நாடு பட்ஜெட் 2025 - 2026: காற்று மாசுபாட்டை குறைத்து சுற்றுச்சூழலை மேம்படுத்த சென்னைக்கு 950 மின்பேருந்துகள், கோவைக்கு 75 மின்பேருந்துகள், மதுரைக்கு 100 மின்பேருந்துகள் என 1125 மின்பேருந்துகள் பொதுமக்களின் பயன்பாட்டிற்கு இந்த ஆண்டுமுதல் அறிமுகப்படுத்தப்படும்

மெட்ரோ திட்டங்கள்
TAMILNADU BUDGET 2025 - 2026 / தமிழ்நாடு பட்ஜெட் 2025 - 2026: விமான நிலையம் - கிளாம்பாக்கம் இடையே ரூ.9,335 கோடியிலும், கோயம்பேடு - பட்டாபிராம் இடையே ரூ 9,744 கோடியிலும், பூந்தமல்லி - ஸ்ரீபெரும்புதூர் இடையே ரூ 8,779 கோடியிலும் சென்னை மெட்ரோ ரயில் விரிவாக்கம் செய்யப்படும்
மருத்துவத்துறைக்கான திட்டங்கள்
நடமாடும் வாகனங்கள் மூலம் புற்றுநோய், இதயம் மருத்துவ பரிசோதனை செய்ய ரூ.40 கோடி ஒதுக்கீடு செய்யப்படும்.

TAMILNADU BUDGET 2025 - 2026 / தமிழ்நாடு பட்ஜெட் 2025 - 2026: திசையன்விளை, காங்கேயம், மணப்பாறை உள்ளிட்ட 10 இடங்களில் புதிய அரசு தொழிற்பயிற்சி மையங்கள் அமைக்கப்படும்.
இணையம் சார்ந்த தொழிலாளர்களுக்கு குழு காப்பீட்டுத்திட்டம்
ரூ.150 கோடியில் புராதானக் கட்டடங்கள் பழமை மாறாமல் புதுப்பிப்பு
பழங்குடியினர் வாழ்வாதாரக் கொள்கை.. பழங்குடியினர் மரபுசார் அறிவைப் பாதுகாக்க ஈரோடு -பர்கூர், கடம்பூர் மலைப்பகுதி, கள்ளக் குறிச்சி - கல்வராயன் மலைப்பகுதி பயன்பெறும்.. இதற்காக ரூ.10 கோடி ஒதுக்கீடு செய்யப்பட்டுள்ளது..
ஓசூர், விருதுநகரில் புதிய டைடல் பூங்கா,,., இதன்மூலம் 6500 இளைஞர்களுக்கு வேலைவாய்ப்பு உருவாக்கப்படும்,
திருச்சியில் பொறியியல் மற்றும் வார்ப்பகத் தொழிற்பூங்கா 250 ஏக்கரில் உருவாக்கப்படும்; 5,000 வேலைவாய்ப்புகள் இதன் மூலம் உருவாக்கப்படும்
சென்னை கொளத்தூரில் அமைக்கப்பட்ட முதல்வர் படைப்பகம் நல்ல வரவேற்பை பெற்ற நிலையில், சென்னை, கோவை, மதுரை, திருச்சி, தாம்பரம், ஆவடி உள்ளிட்ட 30 மாநகராட்சிகளிலும் அமைக்கப்படும் என பட்ஜெட்டில் அறிவிக்கப்பட்டுள்ளது.
மதுரை, கடலூரில் காலணித் தொழிற்பூங்கா ரூ.250 கோடி மதிப்பீட்டில் உருவாக்கம்; 20,000 வேலைவாய்ப்புகள் இதன்மூலம் உருவாக்கப்படும்
மீனவர்களுக்கான அறிவிப்புகள்
TAMILNADU BUDGET 2025 - 2026 / தமிழ்நாடு பட்ஜெட் 2025 - 2026: இலங்கை அரசால் பறிமுதல் செய்யப்பட்ட படகுகளின் உரிமையாளர்கள் நலன் கருதி, இலங்கையில் நெடுங்காலமாக மீட்க இயலாத நிலையில் உள்ள மீன்பிடி விசைப்படகுகளுக்கு நிவாரணத் தொகையை 8 இலட்சம் ரூபாயாக உயர்த்தி வழங்கிடவும்.
இயந்திரம் பொருத்தப்பட்ட நாட்டுப் படகுகளுக்கான நிவாரணத் தொகையை 2 இலட்சம் ரூபாயாக உயர்த்தி வழங்கிடவும் உத்தரவிடப்பட்டுள்ளது.
இலங்கை சிறையில் வாடும் மீனவக் குடும்பங்களுக்கு வழங்கப்பட்ட 350 ரூபாய் தின உதவித்தொகை 500 ரூபாயாக உயர்த்தி வழங்கப்பட்டுள்ளது.
இந்த நிதியாண்டில் மீன் பிடிப்பு குறைவு மானியம் 1,79.147 மீனவர்களுக்குத் தலா 6,000 ரூபாய் வீதமும்.
மீன்பிடிப்புக் குறைவு காலத்திற்கென சேமித்து வைப்பதை ஊக்குவிக்க 2,10,850 மீனவர் மற்றும் 2,03,290 மீனவ மகளிருக்குத் தலா 3,000 ரூபாய் வீதமும், மீன்பிடி தடைக் காலத்தில். 1,98,923 மீனவர்களுக்கு ஒன்றிய அரசின் பங்களிப்பு 1500 ரூபாயுடன் மாநில அரசின் கூடுதல் பங்களிப்பாக 6,500 ரூபாயும் சேர்த்து தலா 8,000 ரூபாய் வீதமும் என. மொத்தம் 381 கோடி ரூபாய் மதிப்பீட்டில் மானியம் வழங்க நிதி ஒதுக்கீடு செய்யப்பட்டுள்ளது.
எரி எண்ணெய் (டீசல்) மற்றும் மண்ணெண்ணெய் மானிய விலையில் வழங்கிட இந்த வரவு-செலவுத் திட்ட மதிப்பீடுகளில் 286 கோடி ரூபாய் நிதி ஒதுக்கீடு செய்யப்பட்டுள்ளது.
திருவான்மியூர் முதல் உத்தண்டி வரை 2100 கோடி மதிப்பீட்டில் உயர்மட்ட நான்கு வழி சாலை அமைக்கப்படும்
மாற்றுத்திறனாளி நலத்துறை 1433 கோடி ரூபாய் ஒதுக்கீடு
TAMILNADU BUDGET 2025 - 2026 / தமிழ்நாடு பட்ஜெட் 2025 - 2026: மாற்றுத்திறனாளிகள் நலத்துறை - அனைத்து வகை உள்ளாட்சி அமைப்புகளிலும் நியமன பதவி வழங்கும் வகையில் நடப்பு கூட்டத்தொடரில் சட்ட முன் வடிவு கொண்டு வரப்படும்
மாற்றுத்திறனாளிகள் தற்சார்புடன் இயல்புநிலைக்கு நிகரான செயல்பாடுகளை மேற்கொள்ள உதவும் வகையில், உயர் தொழில்நுட்பத்துடன் மேம்படுத்தப்பட்ட திறன்மிகு கண்ணாடிகள் (Smart Vision Glasses), அறிவுசார் மாற்றுத்திறன் குழந்தைகளுக்கான கற்பிக்கும் உபகரணப் பெட்டகம் (TLM Kit) நிற்க இயலாத மாற்றுத்திறனாளிகளுக்கு உதவும் நவீன உபகரணங்கள் உள்ளிட்ட பல்வேறு நவீன கருவிகள் அனைத்து வகை மாற்றுத்திறனாளிகளின் தேவைக்கு ஏற்ப வழங்கும் திட்டம் 125 கோடி ரூபாய் செலவில் செயல்படுத்தப்படும்.

ஒன்றிய அரசின் நிதி ஆயோக் வெளியிட்ட ஏற்றுமதி தயார்நிலைக் குறியீட்டில் தமிழ்நாடு முதலிடம் வகிப்பதும் குறிப்பிடத்தக்கது. தமிழ்நாடு, கடந்த இரண்டு ஆண்டுகளாக, தொழில்துறையில் அதிக அளவிலான முதலீடுகளை ஈர்த்து வருகிறது.

TAMILNADU BUDGET 2025 - 2026 / தமிழ்நாடு பட்ஜெட் 2025 - 2026: திருக்குறள் இதுவரை 28 இந்திய மொழிகளிலும், 35 உலக மொழிகளிலும் மொழிபெயர்க்கப்பட்டுள்ளது. பன்னாட்டு புத்தகக் கண்காட்சியில், பன்னாட்டு பதிப்பாளர்கள் 28 வெவ்வேறு மொழிகளில் திருக்குறளை மொழிபெயர்த்திட முன்வந்துள்ளனர்.

State's Own Tax Revenue
TAMILNADU BUDGET 2025 - 2026: 2024-25 The state's own tax revenue, which was estimated at Rs. 1,95,173 crore in the budget estimates for the year, has been estimated at Rs. 1,92,752 crore in the revised estimates.
The state's own tax revenue has been estimated at Rs. 2,20,895 crore in the budget estimates for the year 2025-26.
This includes tax revenue estimates of Rs. 1,63,930 crore under commercial taxes, Rs. 26,109 crore under stamp and registration fees, Rs. 13,441 crore under taxes on vehicles and Rs. 12,944 crore under state excise duty.
The state's own tax revenue is estimated to grow by 14.60 per cent in 2025-26 on the back of the growth in the state economy, revisions in tax rates and improvement in tax collection capacity.
State's Own Non-Tax Revenue
TAMILNADU BUDGET 2025 - 2026: The State's own non-tax revenue, which was estimated at Rs. 30,728 crore in the Budget Estimates for 2024-25, has been estimated at Rs. 28,124 crore in the Revised Estimates.
The State's own non-tax revenue has been estimated at Rs. 28,819 crore in the Budget Estimates for 2025-26. Overall, the State's own revenue estimate of Rs. 249,713 crore in the Budget Estimates for 2025-26 will constitute 75.31 percent of the total revenue receipts.
While the State's own tax revenue is increasing due to the government's great efforts, the share of grants-in-aid and Union taxes in the total revenue has been decreasing.
Grants-in-aid received from the Union Government
TAMILNADU BUDGET 2025 - 2026: The Union Government has stopped releasing funds under the Integrated Education Mission, refused to release funds from the National Disaster Relief Fund for Tamil Nadu affected by Cyclone Fanjal, and released only a meager Rs. 276 crore from the National Disaster Relief Fund for relief work in the wake of two series of disasters - Cyclone Mijjam and the floods in the southern districts.
The grants-in-aid received from the Union Government, estimated at Rs. 23,354 crore in the Budget Estimates for the year 2024-25, has been estimated to be significantly reduced to Rs. 20,538 crore in the Revised Estimates.
The Union Government is expected to release the entire share of the Integrated Education Scheme in the coming financial year. The Union Government’s grant-in-aid has been estimated at Rs 23,834 crore in the Budget Estimates for 2025-26.
Overall, the share of Union Government’s grant-in-aid as a percentage of the State’s GDP has been declining steadily and at a very high rate over the past few years, declining significantly from 3.41 per cent in 2016-17 to 196 per cent in the revised estimates for 2024-25.
Revenue loss: Fiscal deficit
TAMILNADU BUDGET 2025 - 2026: This 145 per cent shortfall in the current State GDP means a loss of Rs 45,182 crore to the State Government.
This is equivalent to approximately 44.43 per cent of the fiscal deficit estimated in the revised estimates for 2024-25.
Total revenue receipts estimated at Rs. 299,009 crore in the Budget Estimates for 2024-25. Estimated at Rs. 293,906 crore in the Revised Estimates. Total revenue receipts for 2025-26 are estimated at Rs. 3.31569 crore.
This is 12.81 percent higher than the Revised Estimates.
Debt ratio: Estimated at 26.43%.
