இத்தொடர் வஞ்சிப்பை போக்கும் பொருட்டு, மாநிலங்களின் நியாயமான உரிமைகளைப் பாதுகாக்கவும், ஒன்றிய - மாநில அரசுகளுக்கு இடையேயான உறவுகளை மேம்படுத்திடவும் உயர்மட்ட அளவிலான குழுவினை அமைத்து, தமிழ்நாடு சட்டமன்றப் பேரவையில் விதி எண் 110-ன்கீழ் முதலமைச்சர் மு.க.ஸ்டாலின் முக்கிய அறிவிப்பை வெளியிட்டுள்ளார்.

அதன்படி, "இந்திய அரசமைப்புச் சட்டத்தில் வழங்கப்பட்டுள்ள மாநிலங்களின் நியாயமான உரிமைகளை பாதுகாக்கவும், ஒன்றிய - மாநில அரசுகளுக்கிடையேயான உறவுகளை மேம்படுத்திடவும், உச்சநீதிமன்ற மேனாள் நீதியரசர் குரியன் ஜோசப் தலைமையில் உயர்நிலைக்குழு அமைக்கப்படுகிறது.

இதன் உறுப்பினர்களாக, இந்திய கடல்சார் பல்கலைக் கழகத்தின் மேனாள் துணை வேந்தர் அசோக் வர்தன் மற்றும் தமிழ்நாடு மாநில திட்டக் குழுவின் மேனாள் துணைத்தலைவர், பேராசிரியர் மு.நாகநாதன் ஆகியோர் இடம்பெறுவார்கள்" என முதலமைச்சர் தெரிவித்துள்ளார்.

2026 ஜனவரி இறுதிக்குள் இடைக்கால அறிக்கை, 2 ஆண்டுகளில் இறுதி அறிக்கையும் அரசுக்கு சமர்ப்பிக்க வேண்டும்.

 

குழுவின் கொள்கைகள்

1. ஒன்றிய - மாநில அரசுகளின் உறவு நிலைகளில் தாக்கத்தை ஏற்படுத்தக்கூடிய இந்திய அரசமைப்புச் சட்டத்தின் விதிகளையும், நடைமுறையிலுள்ள சட்டங்கள், ஆணைகள், கொள்கைகள் மற்றும் ஏற்பாடுகளின் அனைத்து நிலைப்படிகளையும் உயர்நிலைக் குழு ஆராய்ந்து, மறுமதிப்பீடு செய்தல்;
2. இந்திய அரசமைப்புச் சட்டத்தில் தற்போதுள்ள விதிகளை உயர்நிலைக் குழு ஆராய்ந்து, காலப்போக்கில் மாநிலப் பட்டியலிலிருந்து ஒத்திசைவுப் பட்டியலுக்கு நகர்த்தப்பட்ட பொருண்மைகளை மீட்டெடுப்பது குறித்த வழிமுறைகளைப் பரிந்துரை செய்தல்;
3. மாநிலங்கள் நல்லாட்சி வழங்குவதில் உள்ள சவால்களை எதிர்கொள்ளத் தேவையான நடவடிக்கைகளைப் பரிந்துரை செய்தல்;
4. நாட்டின் ஒற்றுமை மற்றும் ஒருமைப்பாட்டிற்கு குந்தகம் ஏற்படுத்தாத வகையில், நிர்வாகத் துறைகளிலும், பேரவைகளிலும், நீதிமன்றக் கிளைகளிலும், மாநிலங்கள் அதிகபட்ச தன்னாட்சி உரிமை பெற்றிட உரிய நடவடிக்கைகளை பரிந்துரை செய்தல்;
5. 1971-இல் அமைக்கப்பட்ட இராஜமன்னார் குழு மற்றும் ஒன்றிய - மாநில உறவுகள் குறித்த ஏனைய ஆணையங்களின் பரிந்துரைகளையும், 1971 முதல் நாட்டில் நிலவும் பல்வேறு அரசியல், சமூகம், பொருளாதார மற்றும் சட்டம் சார்ந்தவற்றில் இருக்கக்கூடிய வளர்ச்சியினையும் உயர்நிலைக் குழு கருத்தில்கொள்ளுதல் வேண்டும். இவற்றை ஆராய்ந்து அறிக்கைகள் வழங்கும்.

HIGH LEVEL COMMITTEE HEADED BY JUSTICE KURIAN JOSEPH TO EXAMINE STATE & UNION GOVERNMENT RELATIONS: The states, which fully contribute to keeping India united and united, are being severely cheated in essential sectors including economy, education, and health.

In order to eliminate this series of cheats, Chief Minister M.K. Stalin has made an important announcement in the Tamil Nadu Legislative Assembly under Rule No. 110, setting up a high-level committee to protect the legitimate rights of the states and improve relations between the Union and the state governments.

Accordingly, "A high-level committee is being formed under the chairmanship of Chief Justice of the Supreme Court, Justice Kurian Joseph, to protect the legitimate rights of the states as provided for in the Constitution of India and to improve relations between the Union and the state governments.

The Chief Minister said that the members of this committee will be Ashok Vardhan, Vice-Chancellor of the Indian Maritime University, and Professor M. Naganathan, Vice-Chairman of the Tamil Nadu State Planning Commission."

The interim report shall be submitted to the government by the end of January 2026 and the final report within 2 years.

The principles of this committee

1. The High-Level Committee shall examine and re-evaluate the provisions of the Constitution of India and all the provisions of existing laws, orders, policies and arrangements that may have an impact on the relationship between the Union and the States;
2. The High-Level Committee shall examine the existing provisions of the Constitution of India and recommend measures to restore the subjects that have been moved from the State List to the Concurrent List over time;
3. Recommend measures to address the challenges faced by the States in providing good governance;
4. Recommend measures to ensure that the States have maximum autonomy in the executive, legislative and judicial branches, without compromising the unity and integrity of the country;
5. The High Level Committee should consider the recommendations of the Rajamannar Committee and other commissions on Union-State relations formed in 1971, as well as the various political, social, economic and legal developments in the country since 1971. It will examine these and submit reports.
